My name is Joshua Hunt. I represent an organization that you've never heard of, but encountered within the Tau-29 system during one of your patrols. We are known as the Aegis Initiative, a research group.
Recently, after an attack on our home in Omega-9, we were forced to evacuate, and were unable to make the much needed repairs on one of our vessels, due to a lack of shipyard access. The vessel in question, is a Monument-Class Dreadnought, dubbed The Cincinnati. Its engine manifold, weaponry systems, and several backup reactors are damaged, and running off patchwork repairs. We have the know-how, and the components, to complete the repairs ourselves, but lack the facility to do so.
As such, I'd like to request from the guild, access to the Aland Shipyard Facility in Omega-3, until the repairs are complete.
In order to get an overview about what your request involved, I have questions. You say that an Overlord-Class Dreadnought, named The Cincinnati, is in need of repairs. This sounds like a Liberty warship, in Omega 9. And you request repairs in Omega 3 that is subject to Bretonian laws. This sounds - to a certain degree - diplomatically hot. Therefore, I need to know whether you have permission of the Bretonian authorities to move the ship into Bretonian space. If this has not been granted, I suggest you ask for permission as soon as possible. We are talking a large warship, impossible not to be seen by anybody passing the shipyard.

You are correct. It is in fact, a Libertonian warship, under the command of Maverick O'Howell. Unfortunately, due to the circumstances in which we aquired the vessel, negotiating access to Bretonian space is not a viable option open to us at this time. I was hoping to keep the repairs under wraps, but if our presence within Omega-3 would cause unnecessary hostilities between the Kingdom and the Guild, then I will retract my request for access to Aland.
This, however, puts us in a difficult position. Our vessels are overpopulated, and in disrepair. Without a facility to make the much needed repairs on the Cincinnati, I'm unsure how much longer it'll remain operational. Is there, perhaps, another facility you would recommend or be willing to offer access to?
It is out of the question that a large vessel that is clearly visible by anybody who passes the lane can be serviced even for a short time at Aland. I am sorry.
I do not know who you could talk to. I doubt you are on good terms with the Hessians or the Coalition. They have some facilities in the hidden Omegas, but it would likely be very difficult to explain to them your situation. Perhaps some Rheinland revolutionaries might be of help? But I lack knowledge on their capabilities. If you want to change sides entirely, the Hellfire Legion? If you can make it to there?
The only thing I can think of that I could help you with is our hidden shipyard in Taus, but this is a long way from here and to offer that, you would have to give me a very good reason. It comes at great risk and while your situation is sad, I doubt I can be of much help.
We could send you repair materials and spare parts, so that you can do some more repairs, but using Aland is sadly impossible if you cannot get approval of Bretonia. I hope you can understand this.

The Hessians and ourselves have had several unfriendly encounters in the Omegas. As for the Hellfire Legion, some of us, myself included, are former pilots of that well known Militant group, who would likely be detained and executed for crimes against The Commonwealth of House Liberty. Rheinland may yet be an option, though I'd rather not rule the Guild's offer, of a facility within the Tau region.
This however, means I must be truthful about our purpose.
Our organization is not some research group posessing a warship. We're a very secretive organization who collect and secure dangerous inventions and technology from accross the sector. With such items, we determine their usefulness in combatting one of the greatest threats known to mankind, an extra-terrestrial species formally known as The Nomads. I'm certain, by now, over twenty years after first contact, you have heard of them. The Cincinnati was stolen from the Republic of Liberty, during a joint operation between us and a group known as Battlegroup Auxesia ( A/) ).
The vessel was in need of repairs prior to it joining our fleet, as well as many others amongst our assets. We can make it to the facility within the Taus, once we're given a location. We have the parts to complete the repairs and the know-how. I apologize for misleading you, but security is of the utmost importance, and no, I was not lying about losing our home. Do not let that thought sink into your head. A Corsair strike force destroyed the facility a few days ago.
I hope you find this explination sufficient enough for you to assist us, so we might continue our mission of protecting humanity, not only from the dangers in dark space, but also from the machinations we create. If not, we'll take your advice and move on.
