As you know tensions have recently escalated between us. The incident in the Kepler system is a regrettable symptom of our fractured intelligence agencies. Since the sundering of our forces in the Gallic offensive, our intelligence agency shattered. Each shard followed its own agenda, and some formed their own cells, independent of our Ministry Of Defence.
We believe that one of these rogue Kempeitai cells attempted an assassination within your House.
I assure you that this agent was not acting on our orders, or those of the minister of defence.
They are considered a fugitive of our House and we believe this to be one, in a series of moves to create mistrust and provoke conflict between us.
If I may speak frankly: personally I am well aware of the strength of Liberty forces, and know how foolish it would be to incur its wrath. I do not want another war with our neighbours, I have seen enough death for ten lifetimes and am concerned with internal threats as well as those we share, such as the Rogues.
I have received troubling reports that these Rogue Kempeitai plan further actions within Liberty space, specifically targeting Kaido Maharu of Samura.
I thought it best to warn you of this addition to the current problem, and assure you that we are doing all we can within our House to dissuade the cells and diffuse their plans. I hope that you can understand our predicament and appreciate that these men are not acting on behalf of Kusari, arigatou, thank you.

I'm glad your office has responded to the incident, as concerns were growing Liberty would be facing yet another inter-house war.
If the reports are true regarding these rogue cells conducting more strikes within Liberty space, it would be in both of our interests for your Ministry of Defence to release any and all information regarding these rogue cells to the Liberty Security Force and Navy. With this information, we stand a greater chance of reducing casualties and a better net outcome for all.
Admiral Jack Malrone, arigatou for your understanding. After consulting with the minister, I have been given leave to share what little I know of these Kempeitai. Despite its brevity, I hope it helps prevent incident.
Apparently there are at least two wings working independently of each other: 'Kitsune' wing and [color=#FFCC99]'Umisachihiko' wing.
The recent assassination attempt was allegedly the work of Kitsune.
Umisachihiko wing recently, and wisely, declared their withdrawal from Liberty. I doubt you will have any trouble from them. They also report that 'Kuro.Tenshi' is an agent of Kitsune.
Trained as they are in stealth, and severed from our networks even this scarce information could be misdirection. Much of what I hear is but rumour, educated guesses based on out-dated information and conjecture.
We are still conducting internal investigations to discover any leads on the suspects or their contacts and will contact you with anything relevant as soon as it is evident.
