The problem is that it's unnecessary and won't bring any benefit. It's a colossal amount of grunt work that won't solve the perceived problem its aimed at. Even if there was a major problem and a solution in sight, it'd be such a huge amount of man hours better spent elsewhere, but this isn't even a roadblock to the idea because there isn't a major problem in the first place.
Discussions about scale in Freelancer are as old as the game itself and they generally just go in circles, because you can't do anything about it. It is what it is and has pretty much worked this way for over a decade. Trying to make changes won't result in some groundbreaking improvement that nobody has thought of before, because if it did, it would've been done about 10 years ago.
Basically, the answer is "it's not perfect but it's as good as it'll ever get, and hey, it works."
Bases:
1). Scaling up .cmps and .surs (relatively easy, model tool preserves hardpoints).
2). Re-arranging the parts of the bases (they are getting enlarged, their centers stay on the same position which would make everything look like mashed ball of scrap).
3). Re-arranging positions of the bases in the space and re-arranging all the zones and paths around them).
Planets:
a).
--- 1). Edit all the .shp palnetary meshes with UTF, setting new radii values (relatively easy, but there are many of them);
--- 2). Tweak textures and detailmaps (might be difficult to find out the way it looks the best, but then it will be relatively simple, though might also be even more job than editing .shp);
b).
--- 1). make custom .cmp and sur for planet (means it could feature elevation of surface, cavities, etc) (more precise work, but could give some interesting result);
--- 2). requires dummy planet to support atmosphere;
3). Re-positioning planets in space according to their new sizes (this might involve extending the visiblity limits, tweaking values for collision detection and moving entire planet under the surface to feature orbital environment. This means that systems turn into orbital sectors around single planet (could feature smaller moons too) and jumpgates will lead to other planets. The sun is to be moved extremely far away, lighting is to be reworked, TLs are possible to be removed and cruise speed increased instead (cruise speed could be even higher than TL speed));
4). Reworking all zones, pathlines, asteroid belts and everything else you can find on the map.
Overall, one system can take up to a day (for experienced modder) to give you the basic setup. Further improvements take not as much time as developing any usual system, only extra work could be related to custom cmp planetsides (making them large enough could feature surface bases, yay! Even though without gravity force and the atmosphere might look poorly, but I believe it is resolvable incorporating nebulaes).

Being legit serious here, getting upgrades for Newport wouldn't make sense. It's a Freelancer base in the thick of GMG space. Making it bigger would alert the GMG of it's whereabouts possibly, and could make it their next target. Newport is crucial to OC, Corsair, Hogosha and Junker smuggling operations in the area. The station administrator would be mad to make it any bigger.

1) scaling something up isnt an "upgrade"
2) You are assuming the base is legit that size just based on your comment which is rediculous
3) You've forgot about lagos station as well
4) it's not about Newport. FFS Get that through your brain.
Oh and also you are wrong that that base is crucial for all those faction you mentioned.
