Were you attacking the base? Not by definition of attack in the rules.
Were you trying to create grief towards Congress by causing the Console message to alert them in a false alarm? Yes. Therefore, you get nailed for trolling and harassing?
Let me defend my case, please, as you seem to have the wrong impression as to what has happened.
Firstly, I had entered PR to look for the congress ship with |Bill at the end of the name. He was in the system so I CDed the station, yes.
I had also wrote "Knock Knock" in system chat to alert i was there. There was no reason to think it was an actual alarm, as I can see. Last I checked as well, firing 1 CD at a base is legal.
The |Bill character had then ignored me and had left the system to Humbolt. I had gave up then on catching him and I left the system. I did not know someone was going to be alarmed.
Next, I received a skype message asking why I am 'attacking PoBs with no RP'
I said this:

There was no other complaints about this after that, so I thought the issue was settled and it was no harm at all. No trolling intended.
After this, I entered later PR when 2 congress were in the system. I ran around and yeah, a CD hit the station. They were either next to it when i shot the CD so that they would not dock or it misfired another time. I cannot recall that detail.
Dear @Garrett Jax , I wish to show you that there was no intent in trolling.
I wish to understand as well is CDing a PoB is now illegal without submitting a demand.
I have personally had this done even to me. I am surprised it has after a few years been shown as 'trolling' that this action could be bad?
Please consider my explanation. I ment no harm by it and when talked in private it was assumed to me that it was all cool. The other party said nothing.
If you would like the screen shot as well of that then i could give you it too.

There was no greif intended and there was no way they thought it was a real attack.
Honest.
The Console message is designed to warn players of an attack. If you are triggering it, you are giving a false impression and misusing its intended purpose. This thread is a warning to not do that again.
So to be clear, CDing a base is not allowed anymore without posting an attack declaration?

They knew it was false. System chat [knock knock] + Skype chat [that i showed] + once in-front of them [in-game].
They knew it was not an attack to destroy the base. Just CD volley. Is that not allowed?
After reexamining all the evidence, the warning is lifted.
The reason is because evidence was found of there being hostiles in the area and the CDs you fired are assumed to prevent docking. An engagement notice by the Junker player was given just prior to your firing twice on a base, and I'm not willing to issue a warning for the first firing of your CD as the first Junker fled.
I apologize for the mess up. Blame it on lack of sleep, some important details left off the violation report and most importantly, me not examining the chat logs closer. Sorry bud.
