I read Kruger can engage in piracy against IMG and GMG in Omegas and SigmaS. But ZOI is only sigma 13 , its mean i can engage in all sigmas? and then in all Omegas (i mean +Omega 3)?

Kruger ships can pirate BMM, GMG and IMG in sigmas (bordering Rhienland and Kusari) and omegas (bordering Rhienland and Bretonia).
Pirating those corporations is because of the aggressive competition, and those bordering systems connects entire spaces together so it's a high traffic systems.

I think you can pirate in all Sigmas and Omegas (I remember Kruger ships pirating GMG miners for example in Okinawa in times when mining fields were there). However admin confirmation would be handy.
