We will not go hunting a few snubs with a couple of caps. But if some outcasts or similar are attacking a navy vessel in front of a major liberty station or planet (which is RP wise suicide anyway) we will attack them...as this is the only logicial thing to do. If the whole community sees this point differently, than dont worry we will not get much more members anyway. But you might also consider dropping the RP server thing and just make it a PvP Server then.
Its not even fair RP wise. Think about it a bit more. Is it worth to spend taxpayer money and send an entire fleet against a fighter near manhattan for example? A:The fighter is faster and it will get away. B:you are wasting the navy's rescources by chasing after a blody snub in a carrier. C:The whole point of a "balanced" or "fair" fight is so that both side can have fun. I can simply repeat myself. Good luck getting wrecked and hunted down by the rest of the community.
And saying that you will "only" throw caps at them when pirates go to Planets and bases is some nice logic there. Most Navys, especially indies camp said bases to either do nothing or talk with others/do LPI work. If you as a pirate want lawful attention, you go to these places or harass enough traders that they tell the lawfuls where you are. Second seems like a way rarer case to me.
Just be honest with yourself and say loud that you will gank people. So people will be prepared for this. Have fun.

I'm gonna add my two cents to it:
I do not interfere in a snubcraft-fight, unless:
My faction need support (e.g. outnumbered or losing)
An enemy capital vessel joins the fight
The enemies are harming civilians (iRP, ya know)
I am called in to fight
Yesterday for example there was a nice fight in NY at West Point, in which multiple LN crafts were engaged. We have then engaged the enemy snubs, two of which Dakun managed to kill. At some point this fight basically turned into a enemies vs enemies fight, the LN was no longer involved. However, an LN-88th Ship was being attacked by some bombers, which we tried to defend. It was eventually killed, and i returned to west point afterwards. Dakun was about 4k below the still ongoing fight.
Note at this point: The 5th was just watching it the whole time.
Afterwards, as i was disengaged in the fight and dakun was flying towards Manhattan, the enemy ships engaged dakun at first, and when i tried to help me as well.
At this point, it was 6 enemy snubcrafts vs. two Navy caps. Then, two enemy ships, a capital and a gunboat, came out of nowhere, and attacked me. I then retreated towards westpoint, dakun still under attack by 6 enemy snubs. So by this time it was a 8 vs 2 fight, and it was obvious that we were losing it. But still, the 5th as well as a few navy ships (including a gunboat and a cruiser) were still just standing by and watching as two navy vessels were destroyed not even 1K away.
So, regarding your fair fight Q_Q: It was never a fair fight, as the enemy ships were always there in stronger numbers, but our cheerleader-faction, the 5th, were just standing by, instead of engaging enemy snubcrafts, thus helping out a navy ship.
And im not even starting on the iRP-"consequences" of a Navy carrier and -Dreadnough being destroyed in front of West Point with navy vessels just watching it.
There you have it.
Rethink your own policy on "fair fight" and "RP".

Hmm, now that many people will log in to gank your faction, many of which are enemies of each other. I suggest you simply AFK your tagged shipped off-plane, tons of activity guaranteed.
Jokes aside, I'd say just go ahead with your idea, people in Liberty already gank each other on daily basis. Some pretend to fight equal numbers but skill differences makes it effectively gank anyway. You won't make the place any worse or better.

Umm NOPE. The 5th who were supposedly just watching had a somewhat balanced fight with the HF fighters when a lolwut indie decided to attack the HF. And then guess what everyone else started shooting the HF. I ordered the 5th to stand down because i thought it was huge overkill. (even i have a sense of fairplay sometimes)
So we watched you die because we didn't wanted you to get into the fight in the first place.

Didn't you two directly disobey an order from Jack/John Sader (who happens to be the admiral of the 5th fleet which is a PRIMARY FLEET) to not engage the enemy
Well technically they don't have to follow our orders but we can throw RP consequences on them for this. (EG declaring them traitors and shooting them down)

the RP consequence was already death by bombers tho :D
