Greetings to whomever reads this,
My name is Andra Sullivan, I am the Commanding Officer of the recently overhauled Nephilim codenamed EXODUS. Some of you will know that I am in Coronado conducting research and gathering information on Nomad activity for the Order - take note, we are not directly under the command of the Order.
Recently, an incident in Cortez has made me decide to try and gather information in more places - Liberty. My reason for this is quite vague and I can explain it better in person. I have been to the Nomad worlds and I have seen things. Things that must be kept secret at any and all costs, until the time comes. I am willing to arrange a meeting with you anywhere you please, so we can discuss this. I will bring myself and the previous commander of the ship along as he was in command at the time.
On to the main reason for this message; I would like to hear your views on the idea of possibly allowing my ship and maybe in the future other ships from my group into Liberty space to conduct our research and gather more information there. This is not yet a request, only a question to find out what your opinion is on this matter.

Hello, Ms. Sullivan, I have been delegated to answer your request on the matter. While you may have good intentions in this matter, there are a few Laws of Liberty that are conflicting with your request. Allow me to explain.
Section Four, Article Three, which states:
- The Republic of Liberty does not allow foreign militaries to access to its space for any reason.
- The Forces of Liberty will ask the entities to retreat from Liberty space once. Failure to comply with such will result in unconditional arrest or shooting down of said entities.
- The Forces of Liberty have the right to unconditionally arrest or shoot down any ship found to be operating within Liberty space under a Foreign Intelligence Agency.
Your intentions, while appearing wholehearted, is defined as a foreign intelligence service, and as such, is not permitted within Liberty, whether it be to find non-human or xeno-biotic evidence or to collect knowledge regarding their existence.
Next, while you claim that you do not operate under the 'Order' as they call themselves, the law of Section One, Article Three, Paragraph Eight states:
Military espionage.
This is defined as entering the Liberty forces membership for the specific purpose of obtaining and then sharing, without the consent of the Liberty Government, classified information on any matter deemed to contribute to national security.
While you are not applying to the Liberty Naval forces or the privately-owned Liberty Police Incorporated, the knowledge of xeno-biological threads and any human that might be affected by them, is considered critical to the national security of the House of Liberty.
Lastly, there is the matter of Section Three, Article Four, Paragraph Six:
Permanent clearance for foreign warships to operate in the house of Liberty is not available.
This is another problem, as your vessel, which we have seen one too many times in my view, is requesting to be within Liberty for an indefinite or undefinable amount of time, which again, violates regulation. I hope that I have not insulted you or your organization in any way, but a mysterious group that has suddenly come out of the shadows, claims is not working with the Order, and wishes to have permanent clearance within the House of Liberty is a very concerning issue, and as such will be denied their wishes. While the aforementioned requests have been denied, your smaller ships have been permitted to enter the House of Liberty solely for the purpose of trade and supplies gathering. Under no circumstances will we hear reports of your organization conducting unsanctioned queries into the alien threat within Liberty or the affects thereof.

I understand your reasoning. Nevertheless, if any severe alien threats do one day appear in your space, don't hesitate to ask for my assistance.
Also, anything suspicious seen by my pilots will naturally be reported to your navy, but know that that is not the main reason we sometimes visit Liberty. With the permitted ships, of course.
I will admit I am slightly disappointed, as this also closes all routes out of Coronado for our capital vessels, with the exception being Baffin - a dangerous alternative. The asteroid fields and lack of jump gates can sometimes cause problems for ships of our size. However these matters are out of my control and I must make do with what I have.
