Cloak disruptors (also CDs)

I'm returning after a long while and I need some information about Cloak Disruptors. I've read the tutorial from Alley but I'm not sure it's still up to date since it's more than a year old.

Furthermore
Does anyone know why CDs still disrupt cloaks? We already have the disruptor.

Cruise Disruptors stop cloaks from charging. Cloak Disruptors don't. You swap the ability to effectively dodge missiles for the ability to pull an already cloaked ship out in to the open.

Basically if you have a snub cloak, you have chance to cloak away even with 2-3 CDers on you. With rest of the cloaks CDs will stop your cloak from charging and will make you being generally killed as the result. (which is stupid)

I remember having plans to remove this ability but I believe it got forgotten....
