Hello.
Allow me to introduce myself.
I am Eli Alan, head director of the 72nd Fleet's Research and Development Department. The Fleet Commander, of whom you've spoken to in the past, has tasked me with finding a location suitable for the Fleet's civilian population, and I've had to note several locations that could prove to fit my specification. For the past month, the Fleet has had to abide by the word and protection of the Order, a group we trust wholly and fully, to see to the protection and housing of our civilian population. While the installation we've used is suitable, it will not be forever, and that is where I've been tasked.
I'm sure you and your people are more than aware of the dry, cold planet on the edge of Coronado's solar plane. Planet Baja has, for the most part, been an overlooked rock, set aside mainly by its isolation and habitat. This, however, can be remedied with the right processes and right pursuers, and I can see some potential in Baja that some might see as needless hope.
Seeing as how the Fleet has secured a ceasefire with the Republic, I'm hoping that Crayter is willing to continue along this path and see to a mutual cooperative effort in the development, and eventual settling, of Baja. I'm more than aware that this effort will involve a great deal of trust, as well as material sacrifice. The hope here is large, and my own is that the Republic will see that this could spell opportunity for both sides.
This channel will remain open for your response. I am eager to see where this will take us, and I'm sure the Commander would be ecstatic should this continue to proceed along productively. All the best to your efforts.

Knowing that one of your Fleet Commanders got in touch with the former Fleet Admiral Richard, sadly he has been in a hospital bed with serve injuries. He obtained the injuries from the K'Hara insurrections within Coronado and Cortez over recent weeks. We do hope he is doing well, he is left in the hands of our doctor.
From what I understand, you want to find a location suitable for your civilian population. So is this you asking us for you to settle down within Coronado, or even be given access to Crayterian Installations?
Right now I do not trust Outcasts, so I will stop you in your tracks. Everything outside the Barrier Rim is restricted space to Outcast organizations and groups. I have actually received a transmission from an Order Captain about the 72nd assisting a group known as Division Nine. So I am denying you the chance of using Planet Baja to settle down on. You need to gain my trust and the trust of the Republic. Not only as a neutral party. But you need to become close friends of ours and right now I do not see that.
You speak of the 72nd Fleet having secured a ceasefire with us. I was not involved with this, and I have only seen your pilots in bad times. Also receiving a transmission from one of our closest allies about your people supporting the infection is astonishing. That you are coming to ask us about taking Planet Baja. Are you crazy?
I do not see any opportunity right now for us here at the Republic, or the 72nd being able to trust each other this much. You are still Outcasts after all and you understand that we have been at war with your kind every since we lived within the Taus. This will keep being this way because of the slaves labor but also smuggling drugs to civilians within Liberty.
What will the Republic gain from having an enemy of the Republic, living on there doorstep not too far from our home... We gain nothing, but infact it puts the civilians and citizens of our Republic at a threat. I can't do that to my people.

My name is Randall Santiago, Fleet Commander of the Republic of Malta 72nd Fleet.
I am saddened to hear of Fleet Admiral Richard's situation. It is my hope that with the proper medical care he will make a full recovery and be back to his life soon.
As for the rest of your response, ma'am, I will reply to it paragraph by paragraph, so as to perhaps inform you of exactly what the Fleet intends. While I understand your concern, it is frankly misplaced, as the Fleet had zero intention to utilize Crayter stations or facilities, nor endanger the lives of your citizens or military personnel.
In fact, regarding the ceasefire that Fleet Admiral Richard helped establish, the Fleet has made sure that, except under exceptional circumstances, our vessels were to remain out of Coronado's Crayter controlled space, and that our warships were to refrain from hunkering in the 5-thousand meter radius of Barrier Gate. This has ensured that the Fleet has been able to assist against the nomadic threat, which keeping out of the Republic's way of growth and productivity.
I can understand your dislike for Outcasts. At times, even I feel distaste for my own people, but then I'm reminded that I'm fighting for them, much like your Republic is fighting for those whom you left behind. I ask that you forgive me for my ignorance, as I'm not fully sure whom you left behind, but my point still remains. While I'm sure you will not see Malta as a shining exemplar of peace and productivity, I've no doubt that the Fleet will continue to maintain its image of a freer, more stable force that speaks outloud that it only seeks amnesty for the past drawn by ignorance and misunderstanding, and that you will, in the end, see the Fleet for what it is.
As for the section regarding Division Nine, the Fleet is very well aware of their infected status, and under the gaze of even your own pilots, has moved to exterminate them with full prejudice. In multiple circumstances, most taking place within Coronado itself, the fleet has assisted the Republic with eradicating infectee forces without question, and even gone as far as to prompt hostilities from our own kin whom have laws that protect them, which of course the Fleet does not view as valid.
I can understand trust, Admiral Chandler. Believe me, I understand it clear as the water in the Barrier. My whole life is founded on trust, so I'm no stranger to it in any regard. However, if trust is to be established, then the idea of the Fleet being affiliated with the current ruling body of Malta needs to be scrapped and disillusioned, as the so called 'National Council' is nothing more than a puppet of the Nomadic invaders. We've already shown your people that the Fleet is here to aid in removing the alien threat, as well as to help push back the Gallic Royalists, so perhaps it would be beneficial for you to overlook what facts are absolutely positive, and what are subject to bias and situational opinion.
While the leaders and pilots of the National Council may be misguided like the Cross before them, the Fleet sees the mistakes of our ancestors and kin of this generation, and we know that cooperation is the only way that betterment for both sides can flourish. If you'd listened to the word of the Fleet, then you'd know that we look down on Cardimine trade, as well as refuse to accept the trade and use of slaves. If you cannot take it by my word, then accept it by looking for the cardimine transports the Fleet doesn't have, or by gazing at the Fleet regulating the drug's trade to those who actually need it to live, instead of sitting by and slowly dying of overdose, or by the Fleet liberating every single slave we come across in the hope that they will find a home either amongst the Fleet, or among the rest of Sirius.
The past means nothing if the future is set, but the future is malleable is we're willing to change. I say this meaning that prosperity for both sides can be achieved if we work together to better both of our people. The Fleet's denizens are of just as much import to me as the people of the Crayter Republic, and I'd rather history remember these days as the ones where the needless fighting ended and reformation began.
You ask what the Republic gains from having us on your doorstep, what you gain from the Fleet being close to assist against foes we've spent years battling, against houses we've spent months of manhours researching for tools against them, and against organizations that would call us traitors and deserters.
Peace of mind comes to mind, as well as camaraderie. Strength among numbers and honor among fury.
I hope I've given you a fair bit to think on, Ms. Chandler. As with Senor Richard before you, I wish you and the Republic a good day. Go with honor, and fight with pride.
