The fps could happen when the game get's "moved" to the second core.
I know it's possible to disable that and let the game only run on one core.
Otherwise, it could be your HDD/SSD/SSHD. It's easy to check if you have a second monitor, otherwise start the game in window mode and keep a eye on the HDD workload. (Taskmanager) If your HDD/SSD/SSHD goes up to 100% it could give you lag spikes, because the hdd is to slow to load the stuff from the game.

I've honestly, never done this before so wouldn't know how to do it.
Go into task manager , processes, right click on disco ( it has to be running), set affinity and then select the number of cores.
