"Bourbon Freeman" and "Silverlight" which I imagine are their codenames/callsigns. Her Majesty's government noticed a signal spike in Kusari about a week and I was assigned to investigate the issue. I had a pleasant conversation with your pilots where they introduced me to your organisation and mentioned the split with the mainstream Blood Dragon movement, which I won't ask about any further unless you'd like to say more. They did however request that I make contact with you via the neural net comm channels as they were pressed for time. I believe that we can hammer out a beneficial arrangement between our two organisations as we may have similar interests - harming Gallic influence inside Kusari & the Taus. I am glad that you have reached out to us for help. As it stands, we can help you with your ore problem and you can help us with our intelligence collection within Kusari and any other interests we may have. For now, do not destroy the ore, hold it for as long as you can. I still believe we can build a profitable and beneficial relationship.

I understand that your organisation is based deep within Kusari and unfortunately going there would be too risky if I were caught by the Kusari Government. I can however send two of our undercover intelligence assets. They will be briefed accordingly regarding your organisation and you will have their names before they arrive so you know who to expect.

Regarding your problem with ore, I believe your organisation will be able to grow more quickly if we are able to allow you to participate in legal activities. As I understand it, the Blood Dragons have a reputation for being the most honourable group in Sirius, a reputation that I'm sure the Izanagi would want to keep. Cardamine and Artifact smuggling would be out of the question for your group to participate in for obvious reasons, and other sources of illicit income e.g. arms smuggling come with a risk as well. But with the help of my government, we may be able to give you financial, accounting and legal expertise to set up a front organisation/shell corporation so that you can participate in legal business activities and then transfer the credits earned to the accounts and vaults of the Izanagi group via confidential tax havens present in Sirius. Our government can partially fund this project, but I can also begin to look for outside 3rd party investors to assist with the full amount of funding/startup credits required to set up this corporation.

While we are not interested in a formal trade agreement, if we are able to find a way to unload the cargo hold of our liner fleet which will also benefit our allies, we would not be adverse to the idea. We are currently unable to find channels for this ore at the rate that we are obtaining it. We have come to the decision that having the profit from this and future gains used towards a constructive means would be in the best interest of both parties. I wanted to clarify that we won't be creating any formal trade agreement either as that would leave too much liability on both of our hands. The risk of getting caught by the Kusari Government would be too great and result in a serious diplomatic incident. There is a way however, for us to get what we both want. I wanted to go into more detail regarding a shell corporation/front organisation that SIS could assist with setting up for your group.

I have spoken to my people and they have earmarked around half a billion credits to assist with building a legal ore mining & trading corporation that SIS and {ToI} would clandestinely control. Interspace Commerce would have a significant stake in the ownership of this corporation thus you would gain access to the necessary business connections/links with ship construction companies to purchase large trains to conduct your trade, mining and other business activities efficiently. The ore that your group has obtained could then be transferred to this corporation's trade ships secretly, and then they could then proceed to sell the ore legally on other stations, bases and planets where the ore is in demand.

All high level executives/managers would of course come from SIS or the {ToI} (we can assist with setting up false identities for your people so that they are not caught by the Kusari authorities). The main job of these high level executives would be to transfer the credits that this corporation makes over the {ToI}, thus creating a secret source of revenue for your group of Blood Dragons that is not derived by dishonourable means. All mid-level managers and low-level employees would not know that this corporation is a front organisation for your group and would not be aware of where the money made from the business is going towards.

If everything goes right, then your group should be able to have a lawful and an unlawful presence in Kusari that SIS's intelligence collection activities could benefit from. Meanwhile, you would gain a reliable source of income through the lawful corporation that we look forward to helping you build in order to fund the {ToI}'s activities against Samura. Provided that the miners and haulers did not support or purchase from Samura|. $500,000,000 credits could easily supply us with a new and functional Togo class Battleship, so I hope that this "investment" will provide more than what we could purchase with the initial funding. We do have faith in you and are happy to accept your assistance I have my concerns over how profitable this operation will be for the Tears of Izanagi in the long run,

I wanted to start off by saying that I apologise for misunderstanding what you were attempting to communicate earlier. As I have not lived or visited Kusari for a particular lengthy period of time, I am still adapting to the culture of the house. I never implied to soil you or your organisations name by having them do the work of miners or merchants. If you would like SIS to handle that aspect of the operation, we can go ahead and set up the shell corporation for you and funnel the profits your way so that your group can grow faster than you normally would if you relied merely on the donations of sympathisers or cargo apprehension operations.

SIS has already found a man who can run the operation, he is friendly to the {ToI} cause specifically and not merely just the cause of the Blood Dragons. His name is Oyama Kojuro and he will be selling his old firm so that he can move to the new shell corporation we will soon set up. We are currently training him as an intelligence asset but he should soon be ready to hire other top level executives who will also be friendly to the cause of the {ToI}.
