My name is Oyama Kojuro. I'm an independent business owner and I would like to start construction of a station located within a "1-2 area considered Kusari Territory" the Rishiri System.
From what I understand this System appears to be free of independently controlled stations yet it seems like prime real estate to serve as a refueling point for traders making the long haul from Kusari to Gallic Space and vice versa. The Nagano Jumpgate has excellent access via trade lanes and isn't cluttered by existing bases, Kusari current law states that bases must be built 5K away from and existing structures and should not obstruct trade lanes, docking points or other areas of heavy traffic flow. To ensure that this law is applied to the fullest we will construct the base 7K above the plane, above the Rishiri Jumpgate. I would also like to know what the administration fee for constructing a base in Rishiri would be as it is not listed on law 8.9 it does, however, find itself between the Shikoku, Hokkaido 60M credits and Oita, Tottori, Nagano 50M credits categories. The location presented carries several risks in terms of security and ease of access. The situation in Nagano has shown that the Blood Dragons are not shy from harassing civilian installations for dubious reasons. The placement of the installation you seek in the clouds, near the frequently traveled but not supervised jumpgate could put your installation under threat or coercion from either Blood Dragons or other criminal entities of Gallic origin, potentially.
Your stated purpose for the station also raised some concern. As you may know, the IC is not particularly welcome by Gallic authorities, and Rishiri remains a border system with the Gallic Kingdom. Gallic authorities would not see with good eyes your presence in the system, and shipping vessels doing "the long haul from Kusari to Gallic Space and vice versa" would be keen to use the Gallic or Samura installations for refueling, especially considering Samura nearby fueling and refining facilities.

The location in question still provides some security issues, but the inclusion of Kishiro technologies in your administration may provide the means to solve most of them in due time.
To conclude your registry process and provide a full approval of the project, the KNF requires the administration of the Little Silver Station project to transfer a sum of fifty million credits (50.000.000) to the designated account [KNF]Heikiko.Maru for the processing.
Once that last procedure is completed, the station project will be formally approved.

Our company has been operating for a few years in various sectors, promoting Kusari innovation at home and abroad, and providing the best in traditional manufacture and produce straight from the producers to the larger consumer population. Although its headquarters is in Planet Junyo, it has been decided that a spacebased branch office would suit well int he development of the Construction business, as we would be able to pivot materials and equipment through our development projects, without the need for expensive shipping from a planetary warehouse, or rented stocking space in congested installations like Narita.
Having consulted with the Hogosha Association, and as a founding member of the Association, the Takarabune Conglomerate wishes to develop this branch office near already existing installations in the New Tokyo system.
