Let me start off by stating that you've used very possessive terminologies regarding space that isn't exclusively yours. The Republic and the Agency both understand and appreciate your move to help in the defense, but you lack the legal authority to assert Martial law over a territory which is not yours, this is something that may be done within ones own populace, so you should perhaps rephrase that.

Secondly, the Republic and the Agency will not cede control over any defensive or offensive assets in the area. I hope this comes across as loud and clear, I'm surprised you didn't consult with the Republic or the Kingdom of Bretonia before taking such a bold step. I find it rather hasty.

Please reword your statements accordingly, as declaring Martial law implies a permanent occupation of a certain area, enough to constitute the subsequent denial of certain fundamental rights to a population, something you can imagine we will not be pleased with if the aggrieved parties are Libertonian citizens.

I hope you understand that I'm not attempting to be hostile towards you, only pointing out legal and diplomatic issues in this very bold and widely addressed communication.

We once shared the benefit of a mutual friendship against a common enemy in Coronado. Then came the time where your superiors chose to take the word of and to openly support the operations of a hostile terrorist element in Sirius and you stabbed us in the back. It seems now our paths cross once again, and in such a way that many would view a hostile takeover of the system of Cortez. Good intentions or not, war or not, you’ve signed a treaty that limits your control over Cortez known as the Treaty of Curacao, which by your statement of occupation - which yes, this is what it is whether you believe it or not - you intend to violate with the extension of your control.

Because of this The Inner Phalanx is issuing a response to your statement. Your claim will not be acknowledged or respected. We will continue to respect the Treaty of Curacao and nothing more. Any attempts to enforce your laws, hinder our operations or even engage our assets within the Bretonian controlled portion of Cortez during a time of war will be viewed as an act of aggression and responded to accordingly. This is the only warning you will receive.

In addition, we recommend you retract this ridiculous statement and resume joint operations normally against the Royalist threat, as currently the Crayter Republic is showing the face of an aggressive expansionist nation. As the Director of the Libertonian agency stated, they will not cede any control over their territory or defensive assets in the system. We are certain that the other signatures of the concordat and the local Commonwealth elements will agree and that they will not cede their right to the system of Cortez in any capacity.

Hard times only become harder when decisions like this are made. From where the Commonwealth is standing, a military - not an authorized, government official - just declared martial law over a system where you have no jurisdiction. In response, the Commonwealth of House Liberty has little choice but to increase patrols in the region to ensure the sovereignty of both the occupants of Cortez and itinerant civilians throughout the system. While we are more than happy to provide fire support against Gallic targets, we do not recognize the protectorate status of Cortez and will take actions as necessary should innocent lives be threatened by your actions.

These are dark days for the Independent worlds. We are saddened that the Crayter Republic has chosen to make them darker.

Due to complaints and internal talks with both houses we are retracting the decleration, That doesnt mean we are letting cortez on their own, we wont let Gallic scumbags do as they wish still. A better solution will be found with Liberty and Bretonia and probably another decleration will be made over a different channel.
