Freelancer, or, depending on where/what you smuggle, Outcast/Corsair (for cardamine or artifacts, if you never land on lawful bases) or Junker/Hogosha for everything else, allowing you to dock everywhere except bases enemy to those factions. However, staying untagged works better, imho.
Zoner might work as well, but I think that might be a bit of a stretch. Come to think of it, I need to mess with the Onomatopoeia's tag. I got stuck with a Zoner tag after some unfortunate rep fixing, and I need to get my Junker tag back...
Junkers make great smugglers, they're nuetral to almost every faction in sirius and are known to be the primary organization running the black market trade in house space.
The only things you really have to worry about are xenos and hogosha, and you should try to avoid kusari space - and remain hidden when you must travel through it.
Just about any IFF would work ... but the Smuggler ID states they lean toward the unlawful side. The best IFF for a Smuggler is NO IFF. Don't have one and you'll be role playing the Smuggler correctly. Why? Because a Smuggler is supposed to try to get past good guys without being noticed and without drawing attention. If you are transmitting Rogue, Junker or whatever ... you're painting a sign on your hull that says "I'm a target" or "I'm Smuggling."
Keep in mind ... before someone can do anything to you they have to scan you to determine what your ID is. If you have an IFF ... they can tell who or what you are from a lot farther away.
