My name is Christina Lauritz and I hold position of Minister for Foreign Affairs in the government of The Bundesrepublik Rheinland. I am sure you noticed that Rheinland declared a war on the Gas Miners Guild yesterday and this is the reason why the chancellor Luisa Neumann authorized me to contact you as soon as possible.

We understand that the development of the situation, including declaration of war, may look surprising and thus may cause concerns. We are sure we would feel that way if the situation was the opposite and Kusari Naval Forcers would be right now entering the Sigma-13 which makes border between our two republics. It is basic instict related to every government´s duty to protect house borders, territory and citizens.

Despite it should be obvious due to warm relations which our houses have for quite some time and cooperation between our military and law enforcement forces on top of that, we want to assure you that this military operation is in no way intended against The Democratic Republic of Kusari. As chancellor Neumann stated in her speech, reason for this war is to fight against organization which support criminal and terrorist groups, and which happens to work under disguise of gas miners and traders. Thus, the goal is to strengthen security in the whole region by cutting the supposed fuel supply lines and even funding for local unlawfuls. It would not be surprising at all if some state enemies of yours would be between them too.

We hope we can have understanding about this goal and maybe we can even arrange some direct cooperation if there would be interest from your side. In any case, we would like to establish direct communication channel between us to prevent any...unfortunate misunderstandings which could happen during inevitable chaos of war. We know very well that sometimes things may escalate just because of lack of information and communication.

Thus, if there is anything you would like to talk about regarding current situation, do not hesitate to ask.

Ai Higuchi, Secretary of the Foreign Affairs Ministry here. On behalf of the Republic of Kusari Government, we thank your initiative of opening this channel of communication. Similar action has been pondered by our government for some time, but the flurry of matters have prevented Minister Akemi Arai from coming up to the talks. Until conditions permit her supervision of the current talks with the Government of Rheinland, I will humbly take up the task of representing our government.

The Government finds it lamentable that the House of Rheinland has taken the crisis to its extreme consequences, and deplores the state of conflict that Rheinland and the Gas Miners Guild find themselves into. In addition to our previous pledges for aid in reconstruction and safety of Rheinlandic people and assets moving into and out of Kusari, our government would like to offer our diplomatic channels to Rheinland and the Gas Miners Guild so that talks can be resumed, and a peaceful settlement of the current issues can be achieved.

The Government of Kusari understands that this a matter beyond internal affairs of Rheinland, and that its government has to take measures that have effect outside its borders. However, the House of Kusari is genuinely concerned about the stability of the Sigma cluster, and the impact on the lives of civilians of every origin that live and work in the systems now under military duress. While it is understood that extremist forces have taken the Guild lack of oversight to infiltrate and spread despicable rhetoric and ill will among its workers, it is understood that many Kusarians, Rheinlanders, and other house citizens work as hired personnel in business operated by the Guild, and that while they may fly and wear the identification of the Guild operated vessels, they are not responsible for the decisions of the Guild Masters council, or of the Extremists that are operating within the Guild.

On behalf of the Government of Kusari, I would like to inform you that we are presently to take a stance of Neutrality towards the disputes of the Gas Miners Guild and the House of Rheinland. In consideration of the current state of hostilities, we have instructed the Naval Forces from refraining of creating interference of operations in systems with established Rheinland and Gas Miners presence, and to ensure that Kusari law and protection of legal civilian assets is enforced within Kusari space.
Additionally, the Naval Forces of Kusari have been instructed to start the establishment of a secondary transit route between Kusari House Space and Rheinland secured space, that will allow the passage of civilian traffic without intersecting areas of conflict. We hope that the Rheinland Military and Government are willing to cooperate in the establishment of this corridor on the side of their current main concerns.

As a final measure, the Government has requested the KNF to exchange contacts with the Rheinland Military regarding the current mutual defense protocols, and to evaluate if there is any need for temporary suspension or amendment to them.

As a final matter of this already long transmission, our government would like to inquire the Minister about the current aims of the declaration of war by Rheinland. As extracted from the speech by the chancellor:

Ja, honourable members of the Bundestag, this is what I came to ask for. To declare a war on the GMG. We have done everything we could to avoid it, but there is no other way at this point. This criminal, evil organization must be purified from those which mean harm to not only us but others as well. We must fight until they will once and for all stop claiming any part of Rheinland space regardless of where it is so that our borders and their inhabitants remain safe. We must fight until they prove they no longer support our enemies and will actively hunt criminals and terrorists with all governments.

The Republic of Kusari would like to know to what extent will the Republic of Rheinland will pursue these goals. Is Rheinland considering only the threats against their claims on the Sigma-15 system, or has the Guild issued any additional threats to Rheinland settlements in other areas?

The Guild has failed to heed our requests for information on the alleged terrorist leaders, or of any criminal forces that might be operating from Guild installations. Will Rheinland pursue a war to occupy all GMG settlements for the apprehension of these criminals, or would it be able to reach a compromise with the Guild for their cooperation in detaining these elements, without involving thousands of innocents in their quest for justice?

Ultimately, how far will Rheinland considers it will go before it feels favorable to demand a peace settlement?

Konnichiwa, esteemed Secretary of the Foreign Affairs Higuchi.

Let me begin with apology, but situation is quite difficult right now and I had to consult some issues related to my reply with the whole government and even the military.

The Bundesrepublik Rheinland put a lot of effort into attempts to prevent escalation of the situation with the Gas Miners Guild. But as chancellor Neumann summed up in her speech, the Guild nothing but abused all our good will and continued in actions against us. It is their fault that we had to resort to such extreme measure as war. Rest assured that stability and security in the Sigmas is part of our goals, despite the main one is obviously the security of the Bundesrepublik and its citizens.

Anyway, we understand the chosen stance of neutrality by your republic. We also appreciate the effort you put into establishing secondary transit route. Without any doubt, maintaining the flow of goods between Rheinland and Kusari is absolutely vital. We are ready to assist you, but there is certain issue which needs to be discussed first. We understood that the route is going through Sigma-21 system, however upon declaration of the GMG, the guild lay claim over entirety of Sigma-21. In the same time, laws of The Democratic Republic of Kusari consider the system as the Kusari Zone of Influence. Thus, we would like to know how things are arranged legally and if trading ships of Rheinland origin will be protected from GMG attacks even by force by your units if necessary, and also what is the view of your republic regarding this system generally. Our military forces would be glad to help to keep the secondary transit route safe, and are ready to be escorting Rheinland trading ships even in Sigma-21, but we need to know this is welcomed and not seen negatively.

Last but not least, you asked about goals of the Bundesrepublik in this conflict and possibility of a peace settlement. After consultation, we made a -preliminary- list of our demands. It should be obvious that it follows what was said - that we aim for security and safety for Bundesrepublik but also in the Sigmas region. Some of these demands even open possibility for your republic to join as we are interested in stability and cooperation even on your side of the GMG territory, thus your involvement will guarantee the best results.

Point one: The GMG will officially and publically nullify the claim over Sigma-15 and will acknowledge it is part of Rheinland territory.

Point two: The investigation team of the Fulda attack will be admitted to all GMG installations in Sigma-13 and Sigma-19 and get full unlimited access to all areas and all data.

Point three: Rheinland security forces will be allowed to freely patrol GMG space for defined period of time to prevent any unlawful activities against the Bundesrepublik. If The Democratic Republic of Kusari will be interested in the same possibility, we will gladly discuss it.

Point four: Rheinwehr station will be established on the Helgoland Station in Sigma-13 system for patrols which will ensure security of the entrance area which leads to Rheinland space.

Point five: The GMG will stop to hinder transportation of legal goods between Rheinland and Kusari through Sigma-13 by parties considered as legal by the Bundesrepublik. If The Democratic Republic of Kusari will be interested in demanding the same right - for example for the Hogosha organization or for the Samura Industries and their cargo heading towards their population of planet Kurile, we will gladly discuss it.

Point six: The GMG will prove they no longer cooperate with the Red Hessian Army or any other party considered as enemy of the state by the Bundesrepublik by launching an operation against them which will consist of destroying their ships and providing the evidence about it. Numbers and conditions will be negotiated. If The Democratic Republic of Kusari will be interested in demanding the same operation aimed against their enemies of state, we will gladly discuss it.

Point seven: Expenses of actions mentioned in the points two, three and four will be paid by the GMG. The guild will also pay all costs for repairs of the Fulda Border Station and the jumpgate to Sigma-13 system.

To Minister for Foreign Affairs Christina Lauritz,

apologies for the delayed reply to your query. I also thank you for the information provided upon our request.

Regarding the safety of Rheinland shipping in the new Kusari-Rheinland corridor, all civilian traffic that is traveling through the corridor that is authorized to enter or exit Kusari space is naturally protected by Kusari forces, as that is the purpose of the corridor establishment. However, it should be noted that this applies to civilian traffic, and while military or security units from both conflicting parties may enter the Kusari protected corridor to ensure their affiliated convoys pass secured, KNF forces will not see kindly to military patrols out on missions for recon or raiding against their belligerent targets. We will strive to ensure that Rheinland civilian convoys will not be harmed by pirates and outlaw parties, as well as GMG patrols. The same grants will be given to GMG civilian and merchant craft in the area.

As for the points the government of Rheinland seek to address with the Gas Miners Guild administration, all of them are sound, and many in alignment with Kusari hopes and interests for peace in the region. The Republic of Kusari hopes that reconciliation will come soon, and appreciates the gesture of Rheinland of considering Kusari position in their talks with the GMG. The Republic of Kusari will make efforts to contact GMG about these and related matters, so as to increase the desire for settlement of relations.
