Ms. Hakamura, Marcus Conway passed a message about some sort of installation in Delta. I've discussed it with the rest of the Guildkeepers and we've came to a conclusion.
Despite how impossible it sounds to put Order, Corsairs and Core on one base, we're willing to give it a shot. 10% sounds like a complete joke, seeing how the APM will be doing most of the heavy lifting, but hey, if that's the price we have to pay for peace, we might just do it. Regardless of how easily you've been forced to submit to terms that are not only laughable but also absurd, we'll try to make it happen. My personal opinion is simple. That base should be 100% ran by zoners. Who supplies your bases is your own business. Be it APM, Order, Corsairs, Phantoms, Liberty Rogues or Golden Chrystanthemums. Third parties like the above-mentioned Order and Corsairs shouldn't be able to tell you who can dock and who can't and attack the Port as a result. In the end, it's your base. But, I digress. If we're to make this happen, we have one simple condition.
Both the Corsairs and Order will cease ALL hostilities towards IRG. Not just in the Omicrons, but Sirius-wide. The Ingenuus fought to defend their Freedom as Zoners, nothing less, nothing more. If this condition is met, we're willing to cooperate.
And next time when you decide to negotiate with someone, go for the upper echelons of Core. I'm absolutely certain you know who we are and where we live. Discussing important matters like this one behind our backs is bad taste and honestly, it's almost insulting.

It's good to know that COREHIGHCOM is willing to make peace. If you're aware, Sara Shepard of the Order is wanting to make peace as well, and I have plans to meet with the Corsairs to discuss a peaceful endgame to this conflict. Although not originally a Zoner myself, I have had no other choice after Kyu Akibara's departure to take the helm in his absence.
I apologize to you and the Core at large for having to go behind your back, but I was afraid that the Core wouldn't be willing to make peace and suggesting as such would merely make things worse. However, I am happy to know that you share my concerns. My Interests with my position as Administrator have shifted to my personal ideologies as a independent denizen of this station, to the best interests of the denizens of this station and what I see as the best path forward for the denizens of the Omicrons and even the Omegas.
I know this may seem strange or even insulting, but I want to see all parties treated and handled fairly in deescalating and ending the war in the Omicrons. That includes possible redrawing of territories, mainly belonging to Core and Order, possible Establishment of Demilitarized zones, Reparations to ALL parties, establishment of a joint complex, consisting of possibly one or more stand alone modules added to Freeport 11, with the share being 40% external parties (10% to Core-APM/Order/Auxesia/Corsairs) and 60% FP11 Administration/CoF.
As for the points prior to the one you already mentioned, I can understand that you may have concerns about reparations, Demilitarized Zones, and even territory changes. I'd expect the same of Admiral Shepard and Grand Admiral Golanski, of the Corsairs (Who will be mostly unaffectted by the latter) and Auxesia. The agreement I'm planning on having proposed is to be of the mutual benefit of all factions in both the Omicrons and Omegas, as both regions of the Edgeworlds have been involved in this war, to help us all prosper and even possibly start initiatives to grow our respective territories beyond known space or even annex and occupy Nomad territories.
I have been made aware of the complaints made regarding IRG from the Corsairs, and for the sake of peace, we must require that IRG pay reparations for Corsair losses during the conflict. I am by no means siding with the Corsairs or IRG, as I am on the side of resolution, not benefit to solely one side or to another. Even with IRG's reparations, I will still require that the Corsairs and Order cease aggression against any and all Zoner elements, be them of IRG, OSI or otherwise. There is no such thing as a "True Zoner". You either are a Zoner, or you're not. To say otherwise is a engagement in mental gymnastics not even the Nomad Hivemind could compete with. A Zoner is a person who pursues freedom and the company of the stars, at the cost of having to sustain neutrality for the sake of their survival. Not sustaining such neutrality puts themselves and their fellow Zoners in danger. I was not originally a Zoner but I have great respect for what the Zoners strive for, living free and happy, a Lifestyle I've lead ever since I was unfrozen in that Kishiro laboratory 2 years ago after being frozen for years on end after leaving Terra Mater. The Zoners should be able to live a life of relative peace, knowing that their home on these Freeports will be there tommorow before they leave to tend to their business in Sirius, and so should the Core, Order, Auxesia, the Corsairs and everyone else who inhabits the Omicrons.
We have one thing in common - that is the Nomads. They are a mutual and persistant threat to the peoples of Sirius. We are the partition betwixt them and the rest of Sirius, and we must work together and grow together if we are to hinder them to the point of inability of continuing in waging their war on Sirius. I know that this war has given us all very deep wounds, Guildkeeper Daniels, but this constant fighting is what the Nomads want, and what the Nomads will manipulate in order to kill us all.
Let me roll back the clock for you. Back during the Nomad War, Rheinland invaded Kusari with a massive fleet, with the intent of obliterating Kusari. Liberty was in a state of Martial law, and the situation in the houses was deteriorating rapidly. The Nomads, as would anyone with their intentions of wiping out the Human race, have been well known to take advantage of opportunities like these to their benefit. The Nomads are abound here in the Omicrons and Omegas, but we can't afford to take a gamble by continuing this war and putting the fate of Mankind at risk once both sides have effectively worn each other down to the point of utter combat ineffectiveness.
However, peace also has another threat, Golanski. Now I'm going to put aside the "Nomad Infectee" claims I've heard, as Shepard has informed me that Order Overwatch personnel undergo stringent examinations, especially for the Grand Admiral, and if he were truly infected, he would have been shoved out an airlock ages ago. That is not to say he isn't a threat. The man is clearly deranged - according to Sara, He's paranoid and afraid of being backstabbed. There is two ways we can go about this - one requires a fine hand and diplomatic precision, that of a brain surgeon. Another just requires Golanski to go ballistic.
The former will require us to approach Golanski carefully and with good intentions. We mustn't do anything to raise the ire of him, and we need to ensure that all groups involved will not contradict or otherwise convince Golanski to think we are going to turn on him or that this activity is some sort of ploy. If we can pull this off, we can avoid more bloodshed. I feel that with Sara in the position that she is, this will be more feasible than we both think it is, if recent deescalations from the Order regarding Gran Canaria are anything to go by.
The latter will require the former either backfiring or Golanski going stark raving mad and deciding to kill anything that plays nice with the Core, even if they're innocent. The Corsairs, even though they are siding with the Order right now, aren't going to take kindly to Golanski blasting the ever living hell out of Freeport 11 or any non-combatants in general, and would probably be more likely to agree to a agreement such as that I have set out to create in tandem with all parties. Sara had also said she would leave the Order if such aggression persists. This would result in a possible Schism in the Order, and further cause disarray within those loyal to Golanski as many in the Order will realize the more feasible and ideal option would be peace. This wouldn't kill the Order or even end the war outright, but it'd change the tide of the war in favor of what we all want - a end.
In hindsight, another problem would be the Gammu AI situation. Given my AI Honya seems to know how to talk with the Gammu AI, I will probably have her act as a delegate to PRIME and other elements that have complaints with the Zoners in Kappa. Rest assured that she too is sick of the violence, and like me, only wants what is best for the Omicrons and Omegas.
I ask for the Core's High Command, as well as the other groups in this situation to keep an open mind and focus on finding terms that are suitable for all of us to grow.

We're not just willing to make peace, we've already made it. It's not our fault someone decided to end it with fire and brimstone.
Let me stress something. The Order and Corsairs hit Carthage and the Freeport. Last time we did that, the Zoners declared war on us and banned the Core from their station. But when the Order does the exact same thing, you not only bend the knee to them, but you also want to redraw territories in Delta? You want to give them ever more power over the situation? Why, so they can nuke you again? Excuse me? The only change that we want to see in Delta is the Order gone. It will be safer for both us and you Zoners. We've proven time after time that we're much more effective against the Nomads. Cut their supply routes and watch the problem solve itself. You don't have to give them anything, you don't owe them anything, the moment food stops coming in, they will beg you, they will kiss your feet, they will do everything you ask them to do. Do not be fooled by what they are trying to drill into your head. You're in the position of power.
As for IRG, you want them to pay reparations? Are you sure this is correct? They were in their right to construct Carthage. It was their duty to protect it. No reparations shall come from any IRG vessel, in fact, it should be the other way around. Corsairs and Order must pay reparations to them for the damage they've caused. In case you don't see it, everything I do and propose will benefit the Zoners. Giving more turf and power to the Order and Corsairs will not end well for you. They are terrorists and pirates. The only reason they came to your aid in the past was their hatred for The Core. My claim is supported by the fact they teamed up against us in the final attack on Carthage. They didn't care about innocent Zoners on the receiving end. Hell, they didn't even care about the Wilde or Nomads, they ignored them while the aliens attacked Core and Zoners alike. We all saw it and we can't deny it. But I can guarantee you one thing, they are afraid and that's why they are pushing so hard for this peace. Just like I would be afraid If I didn't had the APM supplying us. Without the Zoners' food and water, they will starve to death. Sooner than later.
As for the Nomads, with the risk of repeating myself, I'll just say our combined forces (Zoner and Core) are plenty enough for securing Delta. The Order hasn't been around in the recent incursions and if things get nasty, they'll just double back to the "seat of their pseudo-empire" and fortify their positions. What about the Corsairs? Well, they simply wouldn't care. I wouldn't either if I had a planet two systems away, I would stack my fleets around it. But fact to the matter is, The Core's home is in Delta. Planet Nauru is the jewel in our crown and there's no way we'll allow anything bad to get near it. My boys will fight to the death and beyond to defend it. As for Auxesia, I respect their goals and ideals, but they have decided to leave the Omicrons. Their return to Delta will only escalate things, there was no mention of them one day ago and yet, they somehow got 10%. I simply cannot agree to this unforeseen addition. Your plans for the future are good, but also predictable. The Order has slowly driven you into this so called "peace" while in fact, they plan to use you for your resources and logistic capabilities. The sooner you realize. the better.
In the end, it's us, The Core, who are protecting the Zoners of Delta. You're wiling to give in to those who threatened to NEMP Freeports and Planets alike. I cannot believe it myself, but despite our past, we've seen the truth. We will not give in, we will not give up and we will do everything in our power to drive the Order away from Delta. Only then, there can be true peace in the system. Our two organizations can work together to strengthen our position and launch not only defensive, but also offensive operations against the nomads.
If you still want to go with this installation, we can work with 70/10/10/10, as originally stated. But be warned, this is only step two in the Order's plan to enslave you. Step one is already complete, they scared you and they bullied you. I beg you to reconsider and keep your independence and freedom. Many lives depend on the right call and that call is simple. We've decimated hostile fleets, we've repelled nomads, we've successfully survived out here, despite all odds. Not only that, but we've prospered and grown into the most dangerous paramilitary group of the Omicrons. The Order and Corsairs attacked, because they were afraid of how powerful our alliance is. Our combined forces will not be challenged by anyone or anything, be it human or alien. Support the Core and stand up to your oppressors.

I can see that you have made very valid points, but unless we find a way to end this conflict one way or another, it's going to hinder the ability of all of us to combat the real threat.
In regards to Nauru, I never had any intention of the Core surrendering their plans to build a capital. If anything, I had planned to split the border along where Freeport 11 lies. However, your argument does provide the fact that I'd only be giving Golanski a inch, and with men like him, they'll take 500 Sirian Units worth of inches. A simple agreement of a joint installation would be suitable, and allow major parties to each have a stake in the function of the annexes in question.
As for IRG, As I've looked over some of Akibara's old documents, I've come to see your conclusion on this - that IRG was in the right to defend and build Carthage, and if anything, Golanski and the Order probably attacked it out of malice because of your Guildmistress, who I have plans to meet in the coming days - She's called me to Nauru - extended a olive branch to my people and with said olive branch, a physical token of peace. The Corsairs have lost something as well, a few of their ships. I wanted to try and prevent more hostilties, especially now that the Corsairs are wanting Erzie's head and the PRIME AI are wanting everyone who isn't a Gammu-born AI or a Corsair, the everliving hell out of Kappa, lest they be "harvested". My interests immediately are those of the people on this station, as well as the people this station associate with - Namely IRG, OSI and the CoF at large. I'm trying my best to deescalate the situation here in Delta, as well as for other Zoner Installations and entities in the region. I don't want to end up on a Hit-list like my predecessor is, but then again, Kusari's government wants me in a jail cell, and Gallia either wants me to rot in Kusari or have the king personally decapitate me.
Sara Shepard is, if anything, one of the few people in the Order trying to deescalate things, as she's been responsible for recanting Golanski's prior threats. Golanski is a ****ing madman with a short fuse, and if anything, she and I both can't stand him. This peace is not a fear tactic, and if anything, I am the one who called for peace, before I had gotten a response from Brettonias Wingspan about signing the necessary paperwork to become administrator. The only reason that poor woman sticks around in the Order is because she thinks that she can change Golanski for the better - something sadly, I have had doubts about her being able to do, and still do - and If it weren't for my kind nature, I would tell her the truth and say that there's no changing a paranoid power-crazy man like Golanski. The only way for peace between the Core and Order, the way that I see it personally, is if that madman is gone, and the organization reforms back to its' ways under Orillion, instead of trying to be some bastard child of Orillion and Caesar, trying to take over the entire damn edgeworlds.
I want to leave the option of peace on the table, but for the time being, with the political situation as is, I can't really take risks by letting Golanski possibly use this olive branch as a weapon to try and gain ground against the other parties in this region. As such, I have no choice but to remain with the situation as is with my predecessor until I have a clear picture of the grander situation at hand. I don't know the internal situation with the CoF right now, as well as a few other things that I want to get clear. I do appreciate you giving your point of view, as it's made me aware of a few things and had me do some deeper research.
The Freeport expansion will be rebuilt as planned - However, I'll be revisiting the ownership situation. However before I do, I'll have to consult Brettonias and Voncloud.
In conclusion, rest assured, I'm not turning against you, nor is there any chance of that, Guildkeeper - Nor am I going to let Golanski take advantage of me. I just want to analyse and take a look at the grander situation I have on my hands before I engage in more proactive diplomacy. My new goal with all this is to at least mitigate the risk of any future damage to Zoner Installations under my control, and under the control of the CoF at large. The talk with Guildmistress Loyola will be coming up in a few days, I hope she'll bring good tidings from me to the rest of the Core with my visit. As for the situation regarding operations against the Nomads, I assure you If the experiences I've had fighting alongside your contemporaries is anything to go by, I can personally say this much - I wouldn't mind strapping a Incubus to a table and having you and me make sushi with it, if you catch my drift.
