I think you will be interested.
We would like to begin negotiations with several units that are at war with Gallia. And you are not an exception. I would like to talk with you, as with people who are fighting against Gallia and are on friendly terms with Bretonia. In addition, you have your forces within our common enemy, which gives me another reason to negotiate with you.
Are you interested in this?

The Council has been in continuous cooperation with the Liberty Navy against the forces of the Gallic Royal Navy for about five or six years by now, I was under the impression that it extends to the entirety of your navy as well as that all of you are aware of it. This transmission thus surprises me, making me slightly question the cohesion of the Liberty Navy et the efficiency of your internal communication, unless there is an actual particular reason for contacting us.
Do you have anything specific in mind, Admiral?
Sincèrement,

The essence of my proposal is to obtain data on the internal state of Gallia at the moment. In addition, I would like to know about the internal actions of the Gallic Royal Navy and companies that help the Navy in this war (I mean the Gallic).
It's just that I've already seen that Gallia is moving farther and farther. And for sure, thanks to the internal support. It would be correct to weaken this support the way we can. And I think that if you have such work experience, then Gallia would not be able to gain a foothold in Leeds.
Do not think that I somehow ruffled you now in your own words about the experience of working with our forces. Of course not. I just saw your ships in action. You could arrange a real battle in Gallia. You have very great forces. So use them!

Admiral Blackburn,
I can assure you we have the internal affairs of Gallia under control, et in case we need help we have an array of local contacts far closer to help us far more effectively than you could from the distant house of Liberty.
Instead you could focus on your own borders, currently actively sieged by the Gallic Royal Navy. We too saw your ships in action. You could arrange a real battle in Cortez or Magellan. You have very great forces. So use them!

Here I am saying the same words about our possible actions in Cortez and Magellan to our command. If it even thought about these actions...
But I do not have such authority to make massive raids on the forces of Gaul in Cortez and Magellan. Bretonia took refuge in New London (my sources told me that they began to transfer all the forces to the defense of their capital).
Our command had a brilliant idea: to protect California. That is, instead of reconnecting with Bretonia and again helping her, we will defend ourselves.
I want to see how Gallia will suffer from separatism, from piracy and all that Liberty or Bretonia is now mired. But in view of the command of freedom, I do not seem to live to see that day. Do you know why? Because our commander will answer me only when Gallia captured Liberty. And you are ready to help me in war against Gallia. But you think that everything is fine in Liberty.
How sometimes people make mistakes...

Admiral Blackburn,
Your internal affairs are your concerns, not ours, just as Gallia's internal affairs are our concerns, not yours. If you lack the authority to command your own against the GRN even into systems directly bordering Liberty, I fail to see why you should be concerned about what happens inside Gallia.

We have departed from the point. I started talking about intelligence and information about the actions of Gallic Royal Navy in their systems. But not that we should act ourselves. I am sure that our command will give you the same answer as me, if you suggest storming the ships of Gallia in Cortez and Magellan. And if you really decide to offer the same thing as me, then I will only support you in this.
However, I can rely on you in that you will inform us about any activity of Gallia? We both will play into the hands, I think.

Admiral Blackburn,
What do you want to do with the information then? Why do you need it?
And what exactly do you offer in return?
