I'm really not trying to be the gameplay Stazi. I'm confused by why people would try something new for a heavily served group. I suppose in the time I've been here, I've always drifted towards under-served IDs.

There arn't enough traders to scan, unlawfuls to shoot, or gauls to combat, to provide each and every Lib Navy ship some kind of play outlet. That must be incredibly boring as a gameplay experience.
Although I havent spent much time in Liberty for like 2 or 3 years, I think they're there not because its so much fun, but because they don't know what else to do with themselves.
They're more in Liberty because the rest of Sirius is even more boring.
A little also because "i shjote pirats" is a pretty straight forward thing to RP when you dont know anything about any factions or lore here.

Surely then playing outside of Liberty would make the "Rest of Sirius" more interesting, because it would bring activity to all the other IDs upon which the navy depends?

You see the problem with your idea is that you want to limit LN exclusively. Surely, they have the biggest number of factions, but that's just discrimination against majority. (Ha, didn't expect to ever say this). We had dozen of DSE IDed groups in last few months. Some of them were worse than random LN groups. Why are you not including them into example? Maybe you are just tired of having LN oppose your choice-of-played-factions?
Your idea would have merit if it were considering the wellbeing of Discovery in general, but it seems to be really self-centered idea.

You're reading way too much random malice into this. My MO is always for people to have fun. I created this thread because I worry that this situation isn't fun, because I can't understand how it is fun, for the liberty players. I do occasionally play in Liberty - I've got a couple of police upholders with reasonably well developed characters behind them.
More traders is always a good thing because they're the base level of the food chain. Trading is needed for other factions to get cash to buy ships of all types and IDs. Trading is also needed for piracy and terrorism to work properly, trading enables big-cash projects like PoB construction. Trading is the lifeblood for every other group.
Yes, LN is in the title, but in the first post I outlined that the idea should be applied to everyone, which you would have noticed if you read the OP instead of deciding to go in with the intention of laying down sicc bernz .

That..actually is something of a vibe this thread is giving off. Ever since the ruckus in the 6th feedback thread, it seems as though this is a very sudden and sharp reaction to what seems to be related less to the over-saturation of an ID, but rather the potential balance between UN and resident fleets in Texas.
The fact that LNS owners are nostalgic for the huge sprawling battles in Texas with RM in the old days, they will treat any sort of activity there as a chance to group up and fly their ships again. So a fourth possibility to add to the list I mentioned above - there are hostiles in the surrounding area worth shooting. This obviously does not limit itself to UN only, but also the rise of Torpedoes and XA and the Born.To.X people, but overall.
TL;DR they make new groups because activity breeds activity. And always has.

The thread subject is something that has always bothered me. My sense of timing might not be great, but I'm not really hyper-bothered about UN and Texas. UN can go and fly in Rheinland where the encounter quality is better, and we often do.
I don't involve myself in Oorp-grievance culture. I'm a hothead, but I'm not a conspiracy theorist.
