Allow me to introduce myself. I am Watanabe Hirotada, Daimyo of Honshu and head of the Watanabe Clan. As the representative of Blood Dragon interests in Honshu and in the surrounding Sigma region, which in our eyes fall under your purview and constitute your sovereign territory, I would like to extend my hand in friendship; To demarcate operation privileges of my clan, and to examine potential areas in which mutually beneficial cooperation could be achieved. The Guild has been a long-standing partner, and at the risk of sounding too bold - a friend, whose invaluable assistance assured Dragon survival in our earliest of days. For that, an undying gratitude lives in both myself personally, and the Dragon order as a whole.
Thus, I believe there are ample grounds for expansion of cooperation, something that is in my opinion - long overdue. I've been closely observing recent developments in the cluster, the discovery of, and the emerging conflict around Planet Saigon; Your brave and daring assault on the Samura serpent's lair on Planet Kurile; The constant pressure and increasing incursions of the two Hispanic menaces throughout the region. Just to name a few of the many difficulties you've been facing. It is clear to me that you would benefit from increased Dragon presence in the region; Something that I would be more than willing to provide.
However, I do not mean to be deceptive; My ambitions in this scenario are not purely selfless. My goal is to establish a more lasting Dragon presence in the sector, as a stepping stone to new opportunities for my clan, and for the Kyoto Shogunate as a whole. Something you would be well-suited to help with, if you had the incentive to do so. And incentive that we could provide in form of a fighting force that would readily engage common foes in the region, and an auxiliary force to support with miscellaneous matters such as trade and engineering - something my clan excels at.
I am well aware that operating alongside Dragons has been a liability for the Guild in the past, as the threat of discovery of our relations by the Naval Forces is omnipresent. However, I have great faith in my operatives' ability to be discrete, and minimize any chance of discovery by those whom would undermine you.
If any of this sounds appealing to you; I would suggest the first stepping stone - a licence to construct a Dragon-manned ocean platform on, now yours, world of Kurile - from where our operations in the region could grow; And from where we could coordinate in a more satisfactory manner, to both our organizations' benefit.
The Guildmasters will hopefully forgive the upfront nature of this message. I am eager to hear your opinion on this.

The Guild is most appreciative of its relationship with its allies, and more importantly, friends, the Dragons. We of course endeavour to cooperate closely with yourselves at every given opportunity.
Unfortunately, your current request is one that we most likely will not yet be able to meet. During the fighting with Samura Heavy Industries and their lackeys, the docking ring and mooring fixture in orbit of Planet Kurile suffered critical damage and are entirely inoperable.
As a result, access to the planet is limited. GMG is currently in talks with Ageira Technologies with the aim of restoring functionality to these important devices. Whilst we most welcome the chance to enter a partnership with the Dragons regarding Kurile, regrettably at this stage such a project simply cannot be advanced.
However, as soon as the necessary repairs or replacements have been conducted, the Gas Miners Guild would be most grateful for the chance to work with the Blood Dragons regarding Kurile.
Immediately following the completion of the works over Kurile, we would like to collaborate the Dragons on the planet. When this is possible, you shall of course be notified, and plans may be drawn up in tandem. Kurile presents a strong business opportunity for both the Dragons and The Guild.
Thank you for your straightforward response. I am glad you are open to cooperation. I will persuade the Shogunate to give free reign to Ageira shipments in the region, so that the repairs proceed unrestrained, at least from our side.
