I would imagine "Tier 1" is part of the first batch. It might be an attempt to be similar to other MMOs that have "Tiers" of Raiding Content. Tier 1 is the lowest, Tier 2 being the next, etc. Each "Tier" of content in World of Warcraft, for example, consists of a Raid Zone with several boss battles within, each dropping a piece of gear/loot appropriate to their "Raid Tier."
In a sense, that's basically what this system reads to me. We'll need to gather up a "Raid Team" in order to take down the Cultists! Of course, we'll need to find the base first, and even then - It may be beneficial to allow the base to persist for a while in order to farm up a steady, if small stream of Sci-Data.

The cultist base drops nothing. What it does drop is a message that the killers will be receiving about a derelicts location, which will have loot.
