Unless it's an event, I kill any camera ship that attends a pew unless it's one I recognise that's known for spontaneously recording fights and creating videos.
A registry or restricting Camera ships won't get us anywhere. People will feel like the extra steps are too bothersome - I would for sure. Right now, you can take any restart, sell the starter goods, go to conn, buy the camera ship and return to the game. It is intentionally easy. It takes less than fives minutes.
A registry would make changes necessary. People would need to create the ships, post the names and such and they couldn't simply delete them after the recording (that is what I do). Whenever there is a need for me to record something from a scenic aspect, I just create a new one, give it a random name, Freelancer ID and preferably no IFF (civ restarts).
By extension, restricting camera ships would merely result in people using Stargazers with rank <29 and/or Recruit ID. As I said, if people want to annoy you, they will do. It is easier to just either remind people of the infocard of camera ships or in the actual case, report them. For example, when you see them being in the same group as the enemy during the fight. Let's not make a problem of such a little thing that annoys a few people in rare situations.
Considering the Camera ship abilities -and the potential improvements-, whatever Stargazer, rank and ID combination is not comparable.
For this reason, I'm not against a harder access to it.
But apart the infocard, is the Camera ship regulation elsewhere (pinned) readable?

Biggest problems with camera ships is anonimity , player create camera ship , name it "test camera" and it can metagame/spy/direct battle all he want , nobody knows who he is , and it is hard to know is he metagame or really recording .
Solution can be that camera ships MUST be named by forum account name (for example , if i take camera ship in to some fleet battle , it must be named "sasa something") to be alowed to see fight , that way , everione will know who is in camera , people will know him and if there is abuse , evidence is easy to find .
If camera ship is not named corectly , attacking fleets have full right to chase him away, under legit reason:
"We dont know who you are , so to eliminate possibility of spying as , get lost".

What about people that aren't active on forums? What about people pretending to be someone else? It's the same thing, really. And then again, Rank 29 LFs are a thing and they are not at all much worse than the camera ship, especially since they have thrusters.
It's a clever idea, but open for just as much abuse as the original situation. It will always end with reports, so why bother making it more complicated?

My idea is to stop abusing game exploits by known active players , people that are not active on the forums wont direct battle anyway , they are not connected to factions and therefore , they dont have means or reason to contact factions. And even if they are case where some camera shows up with player who never visited forum ,fleets can still tell him to get lost or be destroyed by same legit reason :
"we dont know you ,so to eliminate posibility of spying as , get lost or be destroyed" .
People who pretends to be somone else can be punished for pretending be somone else . If there is camera named "sombra" in some fight and it is not you , people will talk to sombra and figure out ,or ,you hear later that you have recording somthing you dind , and investigatiin will find imposter . If some fool wish to impersonate somone just to a abuse game exploit , it deserve full cheating consequences .
LV29 LF are also not imune to: "get lost , you bothering as" message , and be destroyed if still not obey . Fleets can have safety form spying , they just have to chase away anyone who is not invited .
For example ,in staged events battles , camera ships are anouced , any other are fre to tell to get lost .
I dont see any complications , everithing will be same , there is no new rules , there is no coding needed , just the fact that , in worse case , camera needs to spend 2 M for rename to match its forum name , and CUSTOM of fleets to tell every camera they see to properly indentify it self or leave . Cheating will still be cheating , just as before , and reports will still be reports ,just as before , except that now you can report somome who pretends to be you , under existing cheating category .
