There are some issues regarding the planned position of your base. First, any modular base which would be ten kilometers or less from planet Holstein docking ring and mooring point must have permission from DHC- primary division because the planet is private property of the Daumann Heavy Construction. Second, even if it would be permitted by them, current general directives regarding construction of modular bases in Rheinland space require minimal distance of ten kilometers from all public space traffic objects such as trade lanes. Thus we want to be sure you know it and if it is problem for you, you may want to change the location. Can you confirm that the planned placement of your base is in accordance with these requirements (and possibly submit permission from DHC-)?
I can adjust the position of the planned Handelsdepot easily to make certain that the 10km distances are adhered to. This can also apply to meet any concerns that DHC- potentially may have as well, simply by moving the bases placement further down thus increasing the distance from the Holstein Docking rings, to an optimal distance of 12km.
I would point out that Republican Shipping does have interests in Mainz, which attracted me to that area.
Republican Shipping's fortunes have waned somewhat over the years, and it is my intent to build it up to its former glory.
If this is to your satisfaction, I would like to then submit all fees so as to begin getting plans drawn and builders hired.
One other matter of some importance. I would also like permission for the placement of defences to deter raiders. The Bundschuh, Unioners and other undesirables are bound to attack a fledgling base, and as the location is now known, it would be imperative to construct defence/s modules promptly.

Regarding the request for construction of weapon platforms, by current directives we do not permit them for the core one modular bases because we have to be sure the base serve the declared purpose and is in accordance with laws and directives. However you are free to apply once you upgrade your base or request exception in case you have evidence about immediate threat of attack against your installation which you can submit.

Sirs: Due to some miscommunications and bad management, my application for ase construction approval was not sent out.
I seem to have over stepped the laws in constructing a base, before the proper paperwork was filed and confirmed. I have contacted Kruger and am waiting for official approval, although I have been assured it will be granted. The base is 40 K from any thing, and far out of any mining areas or trade lanes. I require a small base, somewhere "to hang y hat" as it were. This base is simpley somewhere to park a few small ships for storage and repairs, and to store a few legal commodities for my own trading.
I am a loyal Rheinland Citizen Freelancer, As such ,in acorrdance with Rheinland Laws. the base is open and friendly to all Rhienland Corporations and official organizations. This is not a Commercial enterprise, merely a personal spot to relax and unwind in relative peace and quiet, kick bak and have a rheinbeer and unwind.
I apologize for my lapse in organizational management . I fully understand that there may be fines involved and am more than willng to pay then to all parties involved. Full inspection is freely offered.

We appreciate that you contacted us yourself regarding this matter and confessed your mistake, however the law was still broken. But after considering the circumstances, we are willing to give you chance to fix your mistake and legalize your base. Following steps are required:
First, you will provide permission from Kruger Mineralien to have a base located in their mining zone.
Second, you will pay a fine of 75 million credits to the account RFP|Arsenal for constructing a base without registering it in the Outpost registry beforehand.
Third, you will pay a registration fee of 50 million credits to the same account.
Until all of these conditions are met, you are not allowed to construct anything onboard of your modular base and transport anything to it except supplies for basic maintenance and provisions for the crew.
