To go into more detail with my suggestion, actually rather than giving Sci-Data it would be better to give the rewards you can get with sci-data itself. I.e the most active faction in a region, or factions that achieve a certain level of activity, get a JHG or NEMP w/launcher to create more activity with. This would be better as it'd prevent outright hoarding of it, or it being used to make money, and instead, it goes back into server activity.

Also, we did have a reward based on upon gaining officialdom, a faction was granted an optional NEMP launcher and a Cap 8.
Why not turn this same old rewarding system over, to a activity based rewarding? Toys that generate activity, makes people more enthusiastic towards their factions. However this also has to be carefully thought through , to not give overly powered advantages to the other factions.
But if this idea is carefully thought through, it would be a very awesome twist to motivate factions to generate activity

It would also provide factions with faction money, instead of requiring the faction to tax its members or ask for donations ect

Don´t want to be negative, but I don´t think this would help. Factions which have activity problems mostly have them because their playerbase either gets too small or goes inactive (often it´s actually combination of both). Promise of reward can not help the faction to get new active members and can motivate people who went inactive to be active again only in very limited way. After all, they personally will not get anything and majority of players are not that dedicated to be happy only by fact that faction got something thanks to their activity.

Then you end up rewarding traders who spend 2 days ingame, not saying a word.
Doesn't help the RP environment in any way, and instead promotes mindless afking or powertrading..

Not every faction is a power trading faction. In fact, I think trade factions make up the minority of all Official Factions. And if a player in a Corp OF does just afk power trade, people will notice, people will complain in feedback threads, and it will look negatively on that faction, to the community and the Staff. And the Staff won't reward behaviour like that.
The idea I mentioned was effective enough as the 15/11/7 was an hourly thing and it had to be a complete hour. Unfortunately for the uk clans I was involved with, I was the main money maker. Ended up with several CAU VIIIs because of it.

That is true, but the trading factions are almost always among the most active, and so you would end up rewarding them too.
You shouldn't try to force people to log for things, the community and the activity is slowly dropping, and if you just try to force people into playing factions that they normally would not log because they want rewards then that would ultimately end up in lame, boring, lazy RP, if you even get any.
