Due to recent events, the PoB rules have been amended to prevent exploitation of a loophole. As of now, all PoB siege declarations must adhere to the rules of the declaring faction ID. If the ID does not have an engagement line, it may not declare sieges.

To clarify, this means that only if the declaring ID would be allowed to engage the base if it were a player, are they allowed to declare a siege on the base. Zoners can't siege bases, Freelancers need to be hired by a non-generic faction to siege a base, and the Independent pirate ID's are in the unfortunate area of being unable to siege bases at all while their ID and the situation is discussed.
For ID's that have laws and enforcement lines, this changes little. For ID's that do not, yes, PoB's are treated in the same manner as ships for engagement purposes.

During those "recent events" the actual core issue wasn't bountying a PoB, then trying to take it out (in accordance with BH&FH #11), and of course as part of a process, declaring the attack beforehand (in accordance with POB declaration rules), that was just a symptome.
The actual core issue is BH&FH #11 itself. It allows Freelancers and Bounty Hunters to just bounty anyone (as long as the criteriae in BF&HF #9 are met) and then collect the bounty themselves, effectively creating engagement rights for Freelancers by circumventing the lack of if on the ID. Removing that rule or this feature from the rule would have fixed issues like these "recent events" as well as many others.
What does this change fix? Well, Freelancers cannot declare an attack on the PoB they've bountied anymore. They can still attack the base they've bountied if someone else declares an attack on it and includes them among the attackers (note that the Note doesn't say anything about bountying, but declaration and freelancers can still fullfill bounty contracts as per their ID). They can still bounty and attack players as this change does not cover players, only PoBs. One patch, many to go.
Or, you know, you could just cure the core issue and review BH&FH #11. For reference:
Any freelancer or BHG individual or group may only collect on a bounty which that person or group has issued, sponsored or funded (fully or partly) so long as it is open to others to collect. All non-generic factions may sponsor internal bounties that are only open to members of the player or NPC faction.
well if zoners can not siege bases then there bases should not be siege able because if they are so neutral that they can not attack a pob then a zoner PoB should be considered natural as well that leaves open season on a zoner pob but they can not return the favor later

Zoners are a non-agressive non-revenge seeking people, that means they are also vulnerable to attack. making Zoner PoBs unseigable means everyone would have a Zoner IFF even if they are not a Zoner.
