Nomads are more or less organic machines created by the daam k'vosh to safeguard sirius. They arent programmed to 'expand', and as long as key infrastructure like the dyson sphere isnt being threatened they have no interest in humanity. The nomads view humans as just an insignificant lifeform, like we view ants - you dont go trying to capture every antmound you see, do you? You only deal with them when they start getting into your house.

Why did the nomads try and subjugate all of Sirius during the Nomad War if humans are "too insignificant" for them? We're only talking about expansion inside Sirius because that's where we play the game, and even with what you said - safeguarding Sirius, why wouldn't they try and secure all of it by safeguarding instead of leaving 99% of the sector to humans? Dyson Sphere is hardly all of Sirius, if we stick to the reasoning of "they're happy with what they have in their home systems".
Whether or not they actually can expand is another story, but there's no reason why they wouldn't try. That's the same way vanilla happened - Nomads on their own were too weak to cause mayhem in Sirius so they used the Pygar expedition to infect people that were going to report their findings to high ranking Rheinland officials. Slowly they infiltrated ranks, gained a puppet house to do their bidding and the rest is well known. Same can be said about them not taking all of Omicrons for starters - they just aren't strong enough, but give them an opportunity and I'm sure they'll take it.
On that note, why would nomads think humans are ants if they've been beaten by humans in battle multiple times while humans are also advancing in technology every day? It's like they'll just bury their head in the sand and wait out their days until humans are strong enough to eradicate them without doing anything to retaliate. Doesn't make any sense.
