As per our agreement and my Kampaku position which was granted by your grace, I shall now take up the responsibility of writing down our very first laws that will represent your will and your sense of justice in the Republic that I believe will be the most valued one.
General Laws of Sake Republic of Kusari: 1. Sake Shogunate 1.1. The Sake hereby shall be treated as holy liquid, and any crimes that holds connections to Sake shall be severely punished by law. As such Sake shall be and is the current currency of the realm. Any malversation of the said currency will be treated as treason of the state and therefore it will be punished by imprisonment up, but not limited, to minimum of 10 years. The sentence will also depend on the amount of money over which the fraud has been committed. 1.2. Sake is to be given as a gift to the representatives of the foreign powers with most respect, and shall be treated as diplomacy mean along with traditional gesture of our Republic, such as bowing as a sign of respect. 1.3. As per the agreements made with Merchant Guilds and other branches of the business corporations and Military branch the vessels are obliged to carry said Sake and use them to their own purposes with restrictions that were noted or use them as a sign of your respect towards the forces you have met along the way. 1.4. The legitimate force which will uphold the laws and which will impose penalties on the criminals and citizens that brake the law or make any kind of its misconduct shall be Hogosha alliance and Blood Dragons, with the exception of Blood Dragons being also the personal guard of the Shogun. 1.5. Any previous conflicts between any of the forces within the Republic is suspended by the royal Decree of the Shogun. Any kind of violation of the said law will result in with penalties that will be defined in the separate section. 1.6. The main organisation, with Shoguns direct supervision, in handling the economy of the state shall be tasked to the Golden Chrysanthemum. They will do as bid and they will sustain even more severe punishments if any misconduct is to be made in the Republics economy. 1.7. The main organisation for the protection of the the sovereignty of the Republic shall be Blood Dragons, with possibility of receiving aid from the other organisations that have such predispositions. They are however obliged to respect the laws and engagement rules from the Sirius wide sector, but have to be in accordition with the laws of Republic of Kusari. 1.8. All legal entities that perform any kind of trade or business in the Republic of Kusari are obliged to pay the tax for residing in the Republic. The tax shall be noted in the text that follows which will depend on the value of the cargo or the longitude of your staying in the Republic. 1.9. Entities that have restricted access to the Republics territory shall be escorted accordingly to the nearest border and shall be fined for breaking the sovereignty of the Republic. 2.0. Forces which are considered hostile by the Republic shall be shot on site or at least taken captive, and then interrogated. 2.1. Any kind of infiltration or sabotage by foreign forces if caught shall be treated as the direct attempt onto the Shoguns life and will be sentenced to hanging by the neck until death. 2.2. If such need arises all citizens of the Republic of Kusari are obliged to answer the call to arms when the Republic is threatened. Not answering the call shall result in detention in custody and trial by the high court when the first opportunity is available. 2.3. For heavy offenders a special penitentiary shall be made, but for the ones that commit most severe crimes a special prison with heavy security shall be established, along with execution room for the ones that have had made most violent offences such as raping and murder. 2.4. Any dissatisfaction within the Republic is to be made public by the citizens representatives and will be taken into consideration by the Kampaku and later if the need arises or the cause is just, the Shogun shall be informed of such dissatisfaction. Kampaku is however obliged to make notes of such and is obliged to take those notes to the Shogun, without changing any part of the text that was handed to him by the representatives. Kampaku however keeps the right not to hand over the notes or to notify the Shogun of the existence of the said notes in case the representatives have made accusations and insults that would be an offend for Shogun to read them.
From this moment these laws are made public and they are effective starting immediately! More laws shall be made and released to the public in the following days.
