A superb proposal. Perhaps the numbers could use a little tweaking as 15 member system owning factions are a rarity in Discovery and I think ship classes shouldn't strictly be tied to ranks, but the underlying hierarchies you've designed look spot-on.
Of course I can see this proposal getting a lot of grief because of the changes involved not only to game side of things, but also to the way it is played. If Discovery is to stake its claim among the best RP servers out there, this may be an important step in the right direction. As you have stated, this is for the good of Discovery on the whole, and I agree with that. Hopefully players can get past the "why should I" attitude and be creative.
One point I will make though is that for a system like this to work, only raising the price of Battleships just makes them a slightly more distant target for individual players. As it stands they're (supposed to be) the strongest ship types available to any player, so pretty much everyone would work to get one. The only way I can see around this is for Battleships to be unbuyable and instead assigned to players that have properly earned them, but this then compromises the mod, which is not an option.

Caribe they can't dispose the leader of a faction just because they have a battleship. My members know if that happens I'll get my own capships and pound the **** out of them. Or have a loyal member do the same.

Besides, the way battleships are now, the player with the Ravenclaw or Sabre is going to beat the Cr*p out of the battleship for now!

Hmm... It's an interesting idea. One that we should look at very seriously here. However, perhaps a different method could be used, for those who still like flying cap-ships and don't want to give this up...
For each system-owning faction, each system would have, say, a fleet admiral. Each Fleet Admiral would get a battleship, and under him would be the two cruisers, four gunboats, and then the fighters and so on following the same structure. With enough members, it could be possible to have entire fleets around. And wouldn't that be an impressive military parade? :D
But if that proves too much, then your structure would work just as well.

Well the SF currently has 6 members does that mean we could not even have a cruiser?
If so that would make us a very week and vunerable faction indeed.
This would work better if the number of members was split more evenly between all system owning factions but alot of players just join the one that gives the highest starting cash and has most members already/is most powerful etc...
But there are some good ideas in there :)

Ok, if I understand math right, you have these backwards. A cruiser cost more than a BS? I have never bought either, but if I did, I would be pretty upset after buying the Cruiser. I think it should be 1/3. That would be a better comparison. I would think.
I like the idea, but instead of getting limited to your type of ship by just member size, I would say Make the NR work thru the actual types of fighter. LF, HF, VHF, the Officers start in HF (for already formed groups.) If you wanna go RP for real, it DOES make sense you have to earn the ship, not the money. You would then be making money to supply your equip and repairs. Thats about all. I would SO go for that. I would even help figure out the details for it, tho I have to leave the programming part to the guys that know it. But detail work I can do fine. I would love to help make Discovery better. This would be a HUGE step forward in the RP on the server.
Another problem would be that noobs and people that aren't from the RP part of the server could become a problem if everyone is in normal type ships, and they come build a little and come attacking with VHFs and such. It would make for some possibly big probs with that kind of thing. Or people that just wanna cause probs not following the limitations, we know that can happen, lol. So how could it be limited for that? Or can it?
