This charter and codex of the laws and regulations of the Democratic Republic of Malta shall state within it the terms and definitions decided by the Cabinet of the Republic of Malta and the Security Council of Barcelona as decreed by the Maltese Senate on December 29th, 824 A.S. Each law within this Codex is absolute, unquestionable and to be followed to the letter by all who travel, live within, or serve the Republic of Malta. Punishment for violations of Maltese law are absolute, immediate and are non-negotiable.
§0 - Introduction
§0-1 - Defined Entities and Areas

For the purposes of this document, the systems that define Maltese house space where these laws will apply with full force are as follows:

Llivia (Tau-37)
as well as 5-km distances around the Llivia anomaly in Tau-23 and Lorraine, the Barcelona anomaly in Sigma-19 and O-Chi, and the Melilla anomaly in O-Gamma, O-Rho, and Munich.

For the purposes of this document, the following organizations (hereafter referred to as Maltese Lawfuls) are authorized by the Republic of Malta (hereafter referred to as the Republic) to enforce laws within Maltese space:
Maltese Armed Forces (MAF - hereafter referred to as the Armed Forces)
Maltese Intelligence Service (MIS)
Maltese Police Force (MPF)
§1 - Criminal and Contraband Code
The Maltese Criminal Code prohibits the following actions, be they by lawful or unlawful means. Maltese Lawfuls are exempt from this on the grounds of removal or containment.
§1-1 - Possession of Contraband
The following items are considered contraband by the Republic, and will be demanded upon confirmation of their presence with the holds of unauthorized vessels:
- Artifacts of any sort
- Blood Diamonds
- Counterfeit Software
- Liquid Cardamine
- Nomadic Remains and Artifacts
- Nox
- Slaves
- Xeno Relics
§1-1-1 -----|
For the purposes of joint government of the Tau Sector, vessels of the IMG, Crayter Republic, Gallic Defense Forces and Bretonian Armed Forces are authorized to carry contraband for the sole purpose of containment.
§1-2 - Possession of Illegal Technology
The possession of hostile equipment and vessels within the Republic is strictly forbidden and enforced. Possession may result in deportation, denial or revocation of visa or citizenship status, or any number or applicable fines or appropriate punishments. Possession is considered as follows:

The possession of Maltese-built vessels not piloted by an applicable Maltese citizen (// Outcast ID) or permitted individual. Aspiring individuals may requisition and register Maltese-made vessels in this channel.
§1-2-2 -----|
The possession of equipment and ships manufactured by nations hostile to the Republic (§1-5).
§1-2-3 -----|
The possession of alien equipment and 'ships', hybridized or not.
§1-3 - Commitment of Acts of Piracy or Terrorism
The act of committing piracy or terrorism within Republic space is illegal except by authorized entities or law enforcement officers against criminals or enemies of the state. Murder, the conspiracy to commit murder, assault, and theft via extortion or intimidation are counted among these, and are not tolerated within spaces patrolled and controlled by the Republic. This extends to all transitions of Maltese space by neutral, friendly or allied entities.

Vessels of the Maquis, Gallic Brigands, Gallic Defence Forces, Gallic Gendarmerie, Crayter Republic, Bretonian Military and Intelligence Bureau, Hellfire Legion, Gaians, and any Maltese-based independent ships are authorized to engage in acts of piracy and terrorism against the forces of the Gallic Royal Enclave within Maltese space.

Vessels of the Maquis, Gallic Brigands, Crayter Republic, Gaians, Hellfire Legion, and any Maltese-based independent ships are authorized to engage in piracy and terrorism against the Kusari Naval Forces, Kusari State Police, Kusari Intelligence Bureau (Kempeitai), and any applicable Kusari-based commercial transport corporation within Maltese space.

Vessels of the IMG, Crayter Republic, Gaians, Gallic Defense Forces, Gallic Brigands, Maquis, and any Maltese-based independent ships are authorized to engage in piracy and terrorism against any ships found to be violating the Maltese Codex of Interstellar Law within Maltese space.
§1-4 - Commitment of Unauthorized Non-Violent Crimes
The act of committing a non-violent crime within the Republic's space is determined on the type of crime, standing of present individuals and the magnitude of the offense. Non-violent crimes are typically those that are not counted as utilizing gunfire or the use of intimidation for personal gain. Such crimes may include defiance, impersonating a Maltese Lawful official, conspiracy to commit treason, Inciting violence, as well as other disorderly actions against the Republic and her citizens.

Commitment of non-violent crimes within Maltese space is authorized for individuals sanctioned by the Republic to commit such. These are handled on a case-by-case basis, and will never extend to individuals found to be enemies of the state.
§1-5 - Criminals, Terrorist Entities and Enemies of the State
In the eyes of interstellar law and enforcement, the Republic has declared the following entities and groups to be unlawful within Maltese space, and such ships are barred from entering or operating freely within the Republic's sovereign ground. Such vessels, upon confirmation of association or affiliation with the following parties, will be neutralized and removed from Maltese space indefinitely.
- Gallic Royal Enclave ----For continued hostile actions against Maltese citizens and allies of the Maltese.
- Kusari Naval Forces, State Police and Kempeitai ----For continued hostile actions against Maltese citizens, allies of the Maltese and disregard for Maltese claimed territories.
- The IRMM ----For innumerable attacks against Republic forces and assault against Maltese citizens and allies, and defacement of Maltese property and the constitution.
- The Bounty Hunters Guild ----For immeasurable accounts of murder and assault against Maltese citizens.
- The Commune ----For conspiring with alien entities and murder of Maltese citizens and allies of the Maltese.
- The National Council ----For aiding and abetting the alien infiltration of the Sirius Sector, treason, misguidance of the Maltese people and murder of allies of the Maltese.
- The Core ----For immeasurable accounts of murder and assault against Maltese citizens and allies of the Maltese.
- The Crimson Cross ----For aiding and abetting the alien infiltration of the Sirius Sector, murder of allies of the Maltese and treason against the Maltese.
§2 - Maltese Interstellar Trade Regulations
§2-1 - Restricted Goods and Commodities
The following commodities are considered restricted by the Republic, and as such require a license or written permission by the Maltese Department of Commerce to carry or transport within Republic controlled and patrolled space:
- Ageira White Boxes
- Black Market Light Arms/Munitions
- Cardamine
- Human Organs
- Stabiline
- Synthetic Marijuana
To receive authorization by the Republic to haul restricted commodities in bulk quantities, applicants must submit applications in this channel.
§2-1-1 -----|
The transport of Cardamine for personal use (five [5] units or less) is authorized for any entity within Republic controlled and patrolled space. Vessels of the Golden Chrysanthemums (GC|) are exempt from this, and are authorized to haul any amount of Cardamine through Republic controlled and patrolled space.

The transport of Human Organs, Stabiline, and Synthetic Marijuana is authorized for Cryer Pharmaceuticals ships in any amount for medical purposes.
§2-1-3 -----|
The transport of Ageira White Boxes is authorized for Ageira Technologies ships in any amount for purposes pertaining to the Sirian Gate/Lane network
§2-2 - Embargoes and Authorized Shippers
The following embargoes are in effect throughout Maltese space. Violations of such will result in any cargo being treated as contraband, and result in expulsion from Maltese space and removal of cargo from the vessel in question. Authorization to bypass these embargoes may be requested in the Republic's diplomatic channel or by contacting the Maltese Department of Commerce directly. Any transport of human cargo is authorized through embargoed zones.

§3 - Regulations for Foreign Warships and Military Personnel
§3-1 - Foreign Military Personnel
The presence of foreign military personnel within Maltese space is authorized for neutral, friendly or allied powers for transport, travel or enforcement purposes. Unfriendly, hostile or groups at war with the Republic are banned from Maltese space, and with be dealt with by force if necessary.

§3-1-1 -----|
The Crayter Republic is authorized full access to Maltese house space for the purpose of trade and military action.
§3-1-2 -----|
Vessels of the Crayter Republic, The Order, Bretonian Armed Forces, Gallic Defense Forces, Hellfire Legion, Liberty Navy and Auxesian Paramilitary are authorized to operate freely within Maltese border space.
§3-1-3 -----|
Vessels of the Gallic Royal Enclave, Kusari Naval Forces, State Police, Kempeitai, the Core and Corsair Empire are banned from Maltese house and border space.
§3-2 - Foreign Intelligence
Foreign intelligence agencies are hereby banned from Maltese house space. Unauthorized entrants to Maltese house space by foreign intelligence ships will be dealt with as attempted infiltration of the Maltese homeland and responded to with force.
The Bretonian Intelligence Service and Liberty Security Force are authorized to perform intelligence sweeps and light operations within Maltese border space using ships of Gunship-class and smaller. Any bigger ships will be viewed as foreign warships and treated as such.
§3-3 - Foreign Warships
A foreign warship is defined as any Destroyer, Cruiser, Battlecruiser, Battleship, Dreadnought, Carrier or Colony Ship operated by any force outside of the Armed Forces. All foreign warships are banned from Maltese house space and any systems directly bordering them (Tau-23, Tau-53, Lorraine, Sigma-19, O-Gamma, O-Sigma). Any foreign warship caught within unauthorized space will be escorted out or destroyed if found to be hostile or uncooperative.

Warships of the Crayter Republic are exempt in light of alliance and mutual cooperation.
§3-3-2 -----|
Warships of the Bretonian Armed Forces, The Order, and Gallic Defense Forces are exempt from exclusion from systems bordering Maltese house space, but are still required to follow laws regarding proximity to jump anomalies.

Warships of the IMG, GMG and Auxesian Paramilitary are authorized to conduct passes through systems bordering Maltese house space, but are still required to follow laws regarding proximity to jump anomalies.
§3-3-4 -----|
Warships of the GRE, The Core, KNF, KSP and Kempeitai are banned from Maltese house and border space entirely, and will be dealt with severely if caught.
§3-3-5 -----|
Unaffiliated warships and the 'Bustard'-class Civilian Carrier are considered foreign warships for the purposes of this document, but may be registered in this channel for lawful use.
§4 - Modular Base Regulations
§4-1 - Registration
Modular stations within Republic house and border space are required to register with the Maltese Department of State. The process for registering installations can be found here. The Republic encourages the construction of independent modular bases, including those controlled by Maltese-based organizations. Depending on the region of construction, a potential payment may be due for the rent of Maltese space.
Class A: Madrid (Alpha) - 30.000.000/month or 300.000.000/year
Class B: Barcelona (Beta) - 20.000.000/month or 200.000.000/year
Class C: Melilla/Sigma-19/Llivia/O-Chi - 10.000.000/month or 100.000.000/year
Class D: Everywhere Else - No Tax
This tax is effective to all installations within the declared spaces, and is the default Class List for usage by the Department of State. In many cases, a base will have a separate tax that will override the default list displayed here. As such, installation owners are encouraged to register their installation as soon as possible to ensure their station is in line with Maltesian law.
§4-2 - Incorporation
Any and all installations within Maltese space are required to authorize vessels of the Republic docking permissions for the purpose of verification and occasional inspection. This will be used to ensure that the modular station in question will not serve as a potential threat to the Republic, nor any of its allies, and will be able to serve its purpose within Maltese space.
In addition, modular stations within Maltese space are required to bar access to any enemies of the state as listed in §1-5. Modular stations are to be fully staffed at all times per level of interior core design that they operate at. Note that there is no tax on the core level of any modular station within Maltese space, only by location. Modular stations within Maltese space are free to requisition corporations of the Republic for commercial transport of construction items or supplies.
§4-3 - Construction
In the interest of security and accountability, the construction of any and all modular station subsection assets are required to be authorized by the Maltese Department of Commerce or Department of State. This includes factory modules, defensive platforms and shield modules. The construction of storage containers does not require authorization by the Departments of State or Commerce. Authorization can be requested via utilizing this channel.
Bases found to be in violation of these regulations will be fined a total of 25.000.000 Sirian credits and be forced to register should they not be. Bases that fail to follow these obligations will be found guilty of breach of Maltese law and will be removed. Ample time (24 standard Sirian hours) will be given for the installation for crew and valuable cargo to be moved off before action will be taken against it.
Notification transmissions will be sent to violator stations as a notice of breach of Maltese law.
§4-4 - Exemptions
Due to the presence of alliances, understandings and treaties with groups around Sirius, as well as interest in foreign cooperation, the following exemptions to §4-1, §4-2, and §4-3 are in effect:

The Crayter Republic is authorized to construct free of toll any class of modular station within Maltese border space at will, so long as the party involved registers their installation in the appropriate channel.
§4-4-2 -----|
The IMG, Gallic Defense Forces, Maquis, and Gaians are authorized to construct free of toll any class of modular station within Maltese border space at will, so long as the party involved registers their installation in the appropriate channel and said station is constructed within a 10km radius of any permanent, non-modular installation owned by the constructing party.
§4-4-3 -----|
The Maltese government is authorized to construct free of toll any class of modular station within Maltese space at will, so long as the installation is registered in the appropriate channel.
§5 - Amendments
Amendments are post-declaration adjustments to the Codex placed in the interest of the Republic for diplomatic or commercial reasons. Each Amendment will be noted in subsequent subsections of this article of the Codex, and are absolute and may not be misinterpreted past their written word.
