This would just be a raw example of what I had in mind. I know that lots of factions just go and AFK in space while gaining activity, but it can still be managed properly.
Ex:
Faction activity reports (RP, MD's, RP between factions, Events and such).
Also someone to keep an eye on all the activity that is being reported.
This system is good as long as we make factions work hard for it.
I still think it would be better to support factions with low activity directly instead of the top 3. It's gonna be hard to motivate people to push your faction into this top 3, since that really is a ton of work.
And if you're short on members, it's almost impossible.
90% of the most active factions gain their activity either by trading or afking. I don't think its a good idea to reward a faction that gains billions of credits with even more credits.

One thing that could help is allowing some factions to act is if they have ZOI in an area as long as they are with an allies OF faction that has ZOI in area.
For example: If a GC was flying with L\ in Liberty: they could engage enemies and pirate as long as they were with L\.
Similarly if TBH wanted to do an event in Delta GG could bring some ships along.
Also the same for police factions with military factions.
Yes some of you will counter with “RP” as reasons, but at some point RP has to give way to making things a bit easier and more fun for all around.
Edit: I agree with @Lythrilux sometimes it is a thankless job.
