At each Repair Tick (RT) the Base checks if it is damaged. If it is, it uses 2 RA to repair. If it is still damaged it uses 2 RH and on to HS if it is still damaged.
It goes through this cycle x the Core Level of the POB. Therefore a Core 4 Base, if it is heavily damaged, can repair 12 times in one RT. If one RM is missing, then it would repair 8 times/RT.
A RT happens every 20 seconds.
Recently the amount a RM repairs was reduced from 60k hps to 2k hps, but the Bases hps were increase by a factor of 50 (ie a Core 1 Base went from 4 million hps to 200 million hps). This is why a newly POB takes approx 15-45 days to go from the newly placed POB to full health (15 days if all 3 RTs are supplied to 45 days if only one is supplied).
Now, a Wear & Tear (W&T) Tick happens every 120 secs.
This means that the damage, taken by a POB, from W&T will require 1440 RA per day.
I have noticed that a Core 4 POB takes enough damage per W&T Tick, that it requires 2 x the RMs to repair. Therefore if you have all 3 RMs on the Base it will use 1440 RA and 1440 RH per day. If you have only RA on the Base, it will use 2880 RA/day.
As for FOW, they are consumed twice per day (every 12 hours) and therefore a Core 4 POB will consume 1600 each of FOW per day.

It only benefitted POBs built prior to this announcement. I would say it is absolutely unfair to give free pass to older POBs while new ones had to supply it normally.
