Greetings,
In the last days we all here are aware that this situation has escalated from a small fight between two organisations, to something very close to a total war including a base that appears to be a casualty.
And after we thought about this, we think that this is a nonsense war that is about to blow right over a base administrated by us and we do not like it.
As I've stated before, the IRG has always maintained their neutraility towards all parties that respected it, and we plan to continue doing so.
But unfortunately Cuatroce laid out some threats, that we could not pass over; like any normal organisation, we do not like being threathened for inexistent reasons, like, and I quote "harbouring terrorists".
Now as far as I understand the Cuatroce felt that the situation was not fair, as they got treated in a different way on Freeport 11, which is administrated by Velvet.
Apparently Velvet has done some mistakes on their end, that made this situation explode.
Now, as you can understand we are not interested at all in your matters, but we are interested in our base to hold it's neutrality as we claim to do so.
Therefore,the IRG has came up with this decision:
All Maltese Vessels will be temporarly banned from the No fire Zone and with docking rights temporarly removed , with no exception of the vessel being of the primary or secondary fleet;
All Velvet Vessels will be temporarly banned from the No Fire Zone nd with docking rights temporarly removed, with no right to enfoce it.
All vessels that will break this law, will be trated as violators of the No Fire Zone.
The only exception to the rule will be the residents of Freeport 10, which in the case that there are any from both the organisation, they shall pass but under escort.
However, docking rights will be restored and ban will be lifted when both parties will come to a chase fire, so a written agreement which states clearly that both parties will not fire upon the other, and therefore not posing a threat to the Freeport itself.
Such meeting, when both parties agree for this, shall happen on Freeport 10, where both to organisations will be granted access to one vessel only, with the only delegate that will be part of the meeting.
I think I was pretty clear.

Melissa looks out at the Palau cloud, a smile on her face as she turns round to respond to QC. She sits in front of her desk, collapsing the computer into the desk. She bows her head in respect, speaking in a clear and friendly tone.
"Mr Lawrence, as much as it pains me. These terms are fair and agreeable. I will request a single ship stays at the Freeport, but naturally, I don't expect it to be allowed, for sake of keeping this fair. The Nyx and her crew are in disagreement with how I've handled this, and rightly so. I would request that Max keep their ship at the Freeport as a neutral ground. Again, I don't expect this to be allowed, but no harm in asking.
As for everything else, as a friend, I will filter this to my team.
Now, Mr. de Silva, I will outline some fair and amicable rules with which we can work on. So that we can move forward.
My pilots will not enforce the rules on QC, unless they are in violation of them. We will make it abundantly clear when or if you break the rules, and from there, we will take an appropriate course of action, if any is needed. This will be for all stations we are involved with, excluding Freeport 10 currently, until we reach an amicable resolution.
We will both retract any hostilities immediately and stop the petty insults, thinking one of us is bigger or better than the other.
We both admit fault on both sides, as stated in our other communication. And we work on resolving issues so that they don't happen again, for both our sakes.
And finally, we look at strengthening our ties, as Tau-37 is in a good position for your cardamine trade. So maybe, having an external security force there works a LOT better for QC, again, this is more just a thought, allowing you to direct more of your own assets to commercialisation, instead of risking a war.

Señor Lawrence, Señorita Jones,
We welcome the mediation of the IRG on the matter. And we welcome the measures taken. We shall respect Freeport 10 neutrality and refrain from using it as a base for operations. I shall inform you, though, that with renewed hostilities in Tau 37 between Hispanic and Bretonian forces on the one side versus Gallic Enclave and IMG on the other, Freeport 10 is still subject to some perils of war. In this regard, I would suggest closing it off completely, but that is up to your jurisdiction.
Now to your points, Señorita Jones.
Indeed Tau 37 is an important system for Cardamine trade. Yet a security force like Velvet is not a benefit but a liability to it. You see, you yourself said that Velvet's objective is to fight nomads and any threat to zoner populace. The types we deal with while trading Cardamine are not falling into those two categories. Moreover, they use Freeport 10 as a base for their operations against us and another security force protecting neutrality of the base that is being used to stage hostile actions to Maltese Hispania's trade vessels is definitely not beneficial to Cardamine trade. Take bounty hunters, for example. If one stays within NFZ - you will protect him. Is this beneficial to our Cardamine trade? Definitely not. Hence, I do not see any benefits from having you around. Therefore, further cooperation is not seen as needed and we would prefer neutral mutual indifference.
As for your rules - we would rather stay clear from your bases whatsoever, they are not priority for our trade routes, nor are important for any other activity. Hence, we will respect your rules by just not falling under them.
As for admitting faults - I suspect, no side will do that. Just forget and get over it. We both already formed the vision of the other side and adjusted reputation accordingly. Unless something happens that changes our attitude towards each other to favourable, no further reputation development is either needed or possible.
Now, as to Velvet presence in Tau 37 in the form of Nyx or other vessels. We agree to the cessation of any negative developments at the moment on the condition that administration of IRG over Freeport 10 is respected, as well as all measures they have implemented. It means, that no Velvet vessel is expected to be dislocated on Freeport 10, including Nyx. Standing position on Velvet vessels being not welcome in unitary Republic's space persists, hence no Velvet vessels are expected in Tau 37 as a system as well. As you said, you are defending humanity from nomads in Omicron Delta - so stick to your mission and do good for humanity. IRG is more than capable, as you can see from the results of this negotiations, to protect the neutrality of Freeport 10 and keep good care of it. Your presence there is redundant.
Señor Lawrence, availing this opportunity, I would like to extend yet again our respect and gratitude for your mediation in this matter and hope that IRG as an impartial side to this conflict will uphold the agreement reached.

The request of keeping the vessel "Nyx" docked to Freeport 10, therefore in the NFZ is declined.
Now, Mr. De Silva and Miss Jones,
As we could see, this small conference, has lead to the situation where the bans are not lifted and therefore all Maltese ships are affected by this, while Velvet is afflicted by same conditions.
The condition of restoring docking rights and lifting ban remains the same as stated in the last communication.
However in order to maintain the the peace, any ship, of either organisation, that enters the NFZ will be automatically considered a transgrassor, and so, the IRG wants to state how we are going to proceed (as this is a special case):
1)This conflict shall not be brought to any other bases adminstrated by the IRG, or else same will happen as happened here;
1.1)The IRG will deny of protecting any third party which has started an fight with one of the two parties, if we undertand that they are running from the fight, and they'll be asked to leave the NFZ;
2)Whenever a vessel of either parties violates the NFZ by entering it,they will be asked to leave and they will be fined in this way:
Fighter Vessels/Freighter Vessels: a fine of 5.000.000 Sirius Credits;
Transport Vessels (and relative logistic, transporting ships): a fine of 10.000.000 Sirius Credits;
Capital Vessels:a fine of 15.000.000 Sirius Credits;
However, if the vessel goes against our requests of leaving, the IRG reserves the right to forcefully remove the vessel from the NFZ;
3) The IRG will not take in any way part of this conflict, and therefore as we encounter any of the parties in here, we will not start any sort of hostilities, as we desire to maintain our neutrality;
4) The IRG reserves the right to lift the temporary ban from Velvet, in the case that the Maltese Nation starts hostilities towards Freeport 10, and to completely ban the Maltese Nation from all IRG administrated stations;
5)If there are any rogue vessels or such, the IRG would kindly request that both parties to inform us of such so we can know that everything discussed in this discussion was not broken.
Therefore, if neither Cuatroce nor Velvet has anything to add, I'd consider this matter closed.
