As you have read in the header of this message, I come as a representative of the Junker Congress. While this may initially come as a surprise, you will see that it can very much be a positive one. The venerable organization that is Planetform has recently contacted us and offered to honor an old and nearly forgotten contract. The focus of this contract is the terraforming of the planet Forres in the Inverness system. Their CEO, Dr. Norman Grey, noted that, while such a process is achievable under the current conditions, their work would benefit greatly from the construction of a docking ring as well as a mooring fixture.
Those machinations, for which your organization is famous, would do more than allow a greatly increased flow of supplies. They would also ensure the safety of any and all Planetform personnel during entry and departure flights for the next two to three centuries. As you can see, the gain on a personal level for Planetform employees as well as the gain on a procedural level would very much be noteworthy.
Therefore, the Junker Congress wishes to form a contract with your prestigious organization. We are looking for you to construct such orbital structures as described above.
In return, we offer monetary compensation, such resources as the Congress can provide and, should the need arise, participation in the transportation of non-critical resources like food and water for your workers on Forres. We will, of course, keep out of the construction process itself, unless you deem our participation wanted.

This encounter took place before I became part of the Junker Congress. After looking up the files from years ago, I found that the individual concerned has since been removed from our organization.
His behaviour has been deemed unfit for the tasks that await a Junker.
If you desire to be reinbursed and if you give me an account to transfer the money to, I will transfer the amount stolen. As a sign of good intentions, I would send the money from my own personal account.
As for an apology, it would be a hollow one, as I was an unaffiliated pilot back when this occurred. I can not apologize for the actions that were taken against you or for the words you received when you brought the issue to the Congress' attention, as I wasn't part of the organization back then. Therefore, any apology I would make would ultimately be an empty one. The only people who could properly ask for forgiveness would be the ones who wronged you and they have long since been removed from the position to do so.
I offer you something better: The knowledge that such behaviour is no longer tolerated within the Junker Congress. Over the course of the past few months, the organization has been reshaped. Pilots were expelled for their transgressions and relevant positions within the organization itself were reshaped and reassigned. We have seized any and all actions within Liberty that can be seen as breaking or even just stretching the laws.
If you still desire to talk with Planetform directly, then we can attempt to set up one such connection. However, I would request that we gain access to the communications, as I assume that such talks will contain the payment for the docking ring's construction. After all, those payments will come from the Congress.

While it is good to know there are still too much of bad history between Ageira Innovations and Junker Congress to cooperate on such level. If we are contacted and contracted by Planetform, we would know that this is legit and valid operation that we can take on.
For the time until we can contact Planetform, the Arbiter has decided to give you read only access to the original communication, as it was sent to us by Planetform as well any replies within the communication string. He is hopeful that this will show you the sincerety of our request. We can still set up further communications should you desire so.

From what I've been told, Planetform's project on Forres is of some importance to the eventual revival of Leeds and we would be pleased if work in the Inverness system could begin within a forseeable time period.
