Sender: Commandant Pierre Vaillant Recipient: Bretonian Armed Forces High Command Subject: A proposal.
Bonjour Bretonians…
I am the Commandant Pierre Vaillant of the Marine Royale Gauloise. This communication can sound quite surprising isn’t it? Yes it is. But now the war is over and you have to deal with it.
Do not let that name, I mean “Royale” blinding you. It wouldn’t be good for you. The Marine is not affiliated with the Crown anymore. However we plan to return back to Gallia and serve le Grand Duché de Burgundy. This being said, we can now focus on the main topic.
I am here to give you a proposal. It is obvious that both of our fleets suffered heavy losses during this conflict. Your Libertonian friends managed to save you. Who would you be without them? Nothing apparently because you would not even be there anymore.
Embarrassing oui? I am wondering what are your thoughts regarding Liberty. Perhaps you may wonder what your right place in Sirius is. Don’t you believe you’re currently only a puppet for the Libertonians given the end of the hostilities?
Anyway. I am looking for some officers. I managed to make a partial list of missing officers that were in the Marine. Actually, we don’t know their status, if they are dead or alive. Though we have some reasons to believe some of them can potentially be in your hands. I’ll be straight forward: if you have the mentioned officers, we want them back. You can find the list in the attachment. What do you desire in return? Some of your missing officers as well? Some tea? You have to precise your intentions.
I have nothing else to add. I wish you a good tea party.

Commandant Pierre Vaillant,
Despite your complete lack of respect, wits and professionalism, I will respond to your message.
Unfortunately, despite many months since the conflict came to a conclusion, in our favour, with most of your royal fleets either seized by genocidal maniacs of the Enclave or turned to smoldering wrecks, your fractured government has thus far been unable to complete a peace agreement with our unchanged government.
Naturally, a peace agreement will cover such items as prisons of war and repatriations of citizens seized during the conflict. After all, we are civilized societies, yes? Bretonia, even when faced with barbarous acts such as those conducted by your former compatriots, remains as ever, a bastion of gentlemanly conduct, and your prisoners, remain under lock any key. The officers are kept separately, because as officers they had the ability to refuse to commit war crimes, and those that did not, must, I am sure you will agree, face justice.
As to your points about Liberty and Bretonian independence, I think you will find our house remains as ever, independent. I suggest you concern yourselves with your own internal affairs, and the risk Enclave presents to your internal stability, lest your house be fractured.
Regards,
Admiral John Redmond

Admiral John Redmond,
The decision to answer me or not wasn't yours because you just didn’t have the choice accordingly to the principle of morality. He believes to be above the rules for goodness' sake. Really funny. As far as I am aware we are both trying to recover what is legitimate for us to have. Would you have dared to turn your back on your captured soldiers? No and this is obvious.
Your demonstration of realism is relevant, I appreciate it. Meanwhile, I blame your conclusions drawn in haste from the reality that you, however, fully grasp. This is called doing a transfiguration of the reality.
And this has a negative impact on your certainties, which are nothing more than beliefs.
Our House may be fractured but not destroyed unlike yours. Bretonia is very weakened now. That is why I really advise you -before to tell us what should be our concern- to sweep your door as we say in Gallia. Obviously in both litteral and figurative sense. In addition Liberty is fully aware of your weakness. You will be compelled to some extent to obey them. Or not. As you said very clearly, you claimed the independence of your Home, but does Liberty hear that as well? Think about this, Admiral. Don’t think in tactical terms but in strategy terms. I thought you'd know that but apparently I was wrong.
The Enclave wishes to give back the King his lost Crown. I can assure you that they represent a small threat to Gallia. On the other hand, I can affirm I understood one thing during my stay in the Hebrides: the Enclave favors hatred in the North and revenge in the South. In other words, they are going to finish what they've started a few months ago for your greatest pleasure in satisfying your thirst for rage and excessive revenge.
When the political construction is complete then we shall discuss prisoners. In the meantime, this channel will remain open.
All my regards to your soldiers.
Sincèrement
Marine Royale Gauloise, Commandant Pierre Vaillant.

Bonjour Bretonians.
I have been informed the Leviathan Treaty has been signed off by the different parties. Henceforth I believe we can now discuss prisoners isn't it ?
We are going to return your captured soldiers to their home, Bretonia. Some are still within the hands of the Enclave. This means we can't do anything for them at the current time.
I would like to know if you have the mentioned officers in the list that you can find in the attachment. As well if you are looking for some specific officers, let us know.
I wish you a good tea party.

Commandant Pierre Vaillant,
The treaty indeed, has been signed. As such, per the terms of the agreement we may begin the process of military prisoner exchanges. I have given the order to begin preparing the soldiers we have for processing and delivery to a suitable transfer point.
As you may or may not be aware, Bretonia and the IMG has halted our conflict, and Holman base in Tau-31 may well be a suitable transfer point for -all- prisoners, and once prisoner transfer is complete, the arduous and monumental task of citizen transfer. Naturally, I cannot allow Gallic transports to enter Bretonian space without an agreement in place for that.
We will however need to clear this with the IMG, to see if they are willing to play host to such an arrangement.
As for your list, rest assured, if they are on the list, they will be made available and sent to Holman should IMG consent.

Admiral John Redmond,
I believe our soldiers will be relieved to come back to their House. The situation of the Marine is quite tense but we are going to prepare as well the transfer operation.
The end of the conflict between IMG and Bretonia is a good news I guess. As you suggested it, a neutral spot is the best to execute the prisoners exchanges. Holman Outpost would fit well for this matter, however, it come to my attention Tau-31 is under the Crayterian control. Should we care about that, Admiral?
I am going to contact the Independant Miner Guild and find out if they agree regarding the operation. You will be keep posted. As for the list, I would like to ask you to put them in a 'different' section than the other prisoners may have. I need to meet them as soon as possible once they have returned.

Commandant Pierre Vaillant,
I understand that the Crayterians have considerable presence in Tau-31, though it is not a Crayterian system in any legal sense. The Crayterians also signed the treaty which will facilitate the exchanges, so I have confidence they will welcome the initiative. You have Crayterian prisoners too, of course. Nevertheless, a word should be sent to them before this operation is undertaken, that much is obvious.
Besides, our escorts will give them a hand defeating Enclave attempts to free Gallic prisoners to recruit for their cause.
As an aside, will you be bringing any Gallic war criminals, former Royalists involved or complicit in planning for the Leeds genocide for example? I do hope that the new Gallic government is not avoiding that clause of the agreement.

Admiral John Redmond,
I suggest you to send a little word to the Crayterians. You are closer to them than we are and it will make easier the negotiations.
I also contacted the Independant Miner Guild with this transmission. They are willing to play the mediators, and grant us access to Holman.
With the agreement of both parties the Marine will send a solid escort to protect the convoy. Our forces shall help yours to defeat a possible Enclave strike. Though their chance of success are low considering our overwhelming advantage.
According to the Leviathan Treaty, the different parties must bring any supposed or confirmed war criminals to justice. If we have some of them it may no doubt they will face your Justice.

A haughty scoff resonates as the transmission begins.
John,
Did you and I not attend the same peace conference some weeks ago ? Didn't one of your Steiners, I forget which, openly agree to justice being rendered upon identified war criminals at the behest of THEIR own nations ? Some noises were made concerning extradition, but thankfully common sense prevailed. We will gladly send you your people back but we'll judge our own, as was always planned.
It appears little Vaillant here is as clumsy as he is stupid. Do not let his suggestible, candid manners fool you ; Gallia will stick by that treaty and nothing more. My fault for letting an intern take initiatives, but we do live in strange times.
That formality aside, you may carry on with your prisoner exchange. I'll have more important business to discuss with you soon. I hardly relish the notion, but something must be done about the Hebridean terrorists, it seems for our sake and yours. I'll be in touch.
