While I approve of your willingness to help and attempts to discuss it, I must say that this would lead to far, far, far too much abuse. For example:
Mr X buys a liberty cruiser and purchases an OORP ID for it. Then he tools up with the best weapons he can find that suits his cruiser. After that, he thinks "hmm...well it's a bit boring flying around, where can I get a decent fight?". So then he takes his liberty cruiser up to Malta and starts randomly flying around shooting Outcasts or Bounty Hunters etc.
Sooner or later someone will come along (almost certainly an Outcast) and demand to know what the hell you're doing with a goddamn liberty cruiser outside the Planet Malta. So you'll either end up explaining why you're there and being told to get the hell out or you'll not say anything and get blown up.
Admittedly, if such an ID ever got implemented in the first place everyone would be aware, for the most part, of what it did and allowed. But that still would not mean that the Outcasts would want a Liberty Cruiser hanging around outside Malta, even if it couldn't do anything unless attacked (which is very likely to happen). The OORP player might deliberately attempt to provoke an attack somewhere in Sirius, or players might open fire on you simply for being in their guard system or interrupting their training sessions or RP events.
Either way, i'd quit Disco right away if such an ID or rule were ever to be made and implemented. We don't need any more OORP idiots, there's enough already without giving them the liberty of their own ID. I don't see why we should cater to them, this is a roleplaying server, not a roleplay-if-you-feel-like-it-but-you-don't-have-to server.
Hey, has no-one latched on to the joke that this thread is just begging to make...here it is: there is already an OORP i.d. - its called a Bounty Hunter. haha! Self-deprecating wit alert.
Its a suggestion whose heart is in the right place as regards new players. And the server is called Rp Server so RP play is expected. I think the best way for someone to acclimatise to the RP is jump in and learn by observing first. Make a few mistakes, certainly, and get the odd roasting in the forums because everyone makes mistakes. As someone said: learn, grow, evolve, adapt.

Any OORP ID would spoil the game for everyone who enjoys roleplaying. OORP and RP does not mix.

Ra! makes it clear. The reason this server is as active as it is ... is because it is a ROLE PLAY server. There once was a PVP server running along side Discovery. It had at most about a dozen people online at one time. So ... if there are those that want to do nothing but PVP ... either 1) go to Connecticut and stay, 2) find a PVP server or 3) create your own server.
You can't have OORp folks flying around interacting with the RP folks. It just doesn't mesh. How does an RP take ti when teh OORP just comes in and ganks him, server side there'd be nothing he could because the ID allowed it and RP side it didn't happen becuase the OORP doesn't exist within RP, and yet there the RP is still sitting in his escaped pod... To my mind the idea doesn't make sense. You can't mix Roleplay and non-roleplay together, it's all or nothing.

There are ooRP IDs already, we call them "Civilian" and "Trader". Better is to codify it all the way into the following:
OoRP ID:
Owner of this ID is ooRP. By definition of this server being an RP server, anyone can fire on them at will without warning, and any shot fired is considered against the rules and reported (owner of this ID will be permabanned).
