With the war concluded, and us looking at rebuilding efforts, I’d like to propose the following reclassification for the Great Fleets, and a further classification for regional commanders.
Before we look at Fleet Classifications, I would like to start with Winchester station. Historically this has served as Admiralty Headquarters and has played host to the majority of our meetings. With the acceleration of the war, the majority of these functions passed to Wellington Naval Base on Planet New London. I would like to propose that Winchester station be adapted to the Armed Forces Officer Academy, and serve as headquarters for Oversector East. This would cover the Manchester system, along with fulfilling our duties in Magellan and Cortez under the Treaty of Curacao. I would like if Battlegroups or strike forces could be commissioned to reinforce Winchester’s own garrison, and propose that Admiral McIntire take control of Oversector East. His experience as Fleet Admiral and time on the board makes him an excellent candidate to oversee the training of new officers, and to maintain the connection with Liberty.
Planet New London will remain as the 1st Command Great Fleet, and will double as Admiralty Headquarters. This will be headed by the Fleet Admiral, Admiral Sir Edmund Steiner. This will also serve as the command hub for Oversector Central, and will have oversight of all Great Fleets. I also propose that Essex continues in its role as the 6th Counter Great Fleet, and the now 5th Defence Great Fleet under H.M.S. Norfolk both remain under Oversector Central. In addition, I would propose that Oversector Central retains its focus of returning Leeds and Edinburgh to Crown control. This may well require the commission of new Battlegroups falling under Central command authority.
I would like to propose that Oversector South be headed by the 2nd Command Great Fleet, headquartered on Planet Cambridge. Nottingham and Poole would also fall under this sub sector, which comprises the 9th Mobile Assault Great Fleet, headed by the H.M.S. Ark Royal, and the 10th Defence Great Fleet, headed by H.M.S. MacDuff. As a part of this, I would also propose the commission of the 3rd Control Great Fleet, headquartered on Planet Sprague. I would like to put my name forward for command of Oversector South, with the fleets divided between myself and Admiral McKinley.
The next position I would like to consider is what shall be referred to as Oversector Outer. I propose this is headed by Admiral Redmond, and comprises the recently commissioned 4th Exeter Command Great Fleet, and what remains of the 7th Stirling Response Great Fleet. Their focus will in time become the extension of the Crowns influence through the Omegas, and I propose Governor-General Hall continues to oversee our efforts within the Exeter system.
Finally, I propose the commission of Oversector North. Currently this will comprise the 12th Research Great Fleet, headed by H.M.S. Grimsby, and I also propose that Battlegroup Harlow is formally elevated to the 11th Rapid Deployment Great Fleet, with H.M.S. Harlow continuing in its role as fleet HQ. I would further propose that the 8th Assault Great Fleet is created, under the command of H.M.S. Aberdeen, and that this would in time take on the role of Oversector North HQ. Oversector North would support the reclamation of Leeds and Edinburgh, and would eventually focus on our expansion in the taus.
At this time, this serves as only a proposal, and I would value your input on this before we submit this for Admiral Sir Edmund Steiners sign off. I also attach a table of the fleets and their positions for your perusal.

Admiral O'Brian, honourable members of the Board,
I find myself inclined to support this scheme, but I have a couple of questions. According to the scheme, Admiral Redmond would become the commander of Oversector Outer, while I would retain my duties in Exeter. But, as Oversector Outer currently covers the same area as Exeter and will not expand any time soon, having the recent events in mind, in what way are Admiral Remond's duties and authorities, and my own, different? And when Admiral McKinley's Ark Royal Fleet enters Exeter, under whose command will it be?
Furthermore, I would like to remind that the HMS Stirling has been destroyed and should be written off. Or am I getting a new one?

Good to hear you are doing well, and I hope the Harlow had no issues moving to Scarborough.
And for your proposal. I like the concept of Oversectors, and this concept has my backing. However I do believe some considerable changes should be made to the proposed fleet content.
Central, South, North and Outer.
Central is New London and Leeds, and while Leeds is a wreck, it is still the heart of Bretonia if only symbolically.
The fleets under central are the Norfolk, as well as forces based on planet New London. And while it is tempting to place the Essex within this sector, I feel a newly constructed fleet is more suited, one to replace the Suffolk.
South is Cambridge and Nottingham.
Fleets under are the MacDuff and the planetary forces of Cambridge and Sprague. We also need a new fleet constructed for this area of operations to replace Norfolk, and as above, one should be created in name, and slowly filled with ships. The Commander of this sector should work on the fleet to be built for Cambridge.
North is Manchester and Newcastle +Tau.
Fleets under are the Harlow, which is to be fully upgraded to a fleet, and the Grimsby that retains its small status. Winchester may be as you suggest, and the commander of thisl area of Bretonia can divide their time between building Harlow up, as well as the fleets to be assigned to Central, and training the crews of the ships to be built. While indeed it can be in charge of reclaiming Tau, I do not think this is a short term goal due to our military situation.
Outer is Dublin, Poole and Exeter +Omega.
Dublin should be assigned the Essex, though it is currently in New London this is not a long term situation. Ark Royal is in Poole and destined for Exeter to replace the recently lost Stirling. These two fleets should hopefully be able to handle the intensive combat being faced by these three outer systems. Anything less and we risk disaster.
As for commanders of each zone. I will take on the task of Outer as you mentioned, only with 2 fleets instead of 0. Due to the difficulty of Exeter politically and Elizabeth Halls role there, she will be my deputy. Steiner will naturally take Central, and you can take South as suggested. North will be assigned to McKinley.
