Sabre wasn't even popular in Vanilla, although there were some people who used it. Sabre is mainly an XTF meme who were above everyone's "skill peak" back in the day when they were around. I still remember XTF being one of the top clans of Freelancer history regarding Vanilla Freelancer, only few could best them, at least on my server there were a few not to mention people like "The~Menace" who were gods at the time. I don't think that Sabre is a very bad ship in general, it requires a lot of "input" to maintain anything, not to mention the giant shield bubble and the weak power core, every other ship can outclass the Sabre with ease simply because they have a smaller shield bubble, more powerful core etc.
When I began to play here I found the Sabre being far more manoeuvrable than it used to be on HHC like many other things that are very different from their Vanilla ancestors (TITAN NOT OP LOL!!) there is a tier rating between all ships where I would place the Sabre on a B to C because it simply does not well if you are an inexperienced pilot and other ships are far more reliable to those people, same to experienced players.
I'm also very curious if 7 Gun 2.0s were never meant to be a thing, how comes there is a change now? All of a sudden? I smell salt, call me toxic I don't care. I think the idea is stupid and restricts people to loadouts they do not want to play or simply cannot because they flew this exact setup for years or decades. Also while talking about guns, please revert Heavy Flashpoints back to 5.00s.
Well, my problem is that balance devs remove gameplay possibilities and whole flying styles while not quite adding anything new in those terms.

Make all fighter turrets into guns. Freighters and SHF's retain their turrets. Allows you to balance freighters and SHF separately in far better detail.
Nerf 2.00's efficiency into the neutron star's gravity well. It's all about well timed and aimed salvos. I think your problem is that they just deal too much damage in short period of time. This would discourage it.
Buff 4.00's efficiency to make them more spammable as gun that does not really have its own niche.
Keep 8.33's as they are.
Edit: Furthermore, I believe 3.03's should be at bare minimum 700 m/s guns.
Some are complaining but I remember when everyone flew a Sabre and everyone got shot by Sabres. It's arguably still one of the most easy to acquire at 100% core ship for many IDs. Sure, HHC was fun for a while with everyone flying the same stuff, over and over and over.

As for putting a gun limit on shotgun boys, sure. Not everyone is rocking 7 Archie Skipjacks/Order counterpart. Niche style and all.

These are actually concepts I've played with before.
I also think it would make a lot of sense to convert all turrets on fighters currently to guns, so that the class can be freed up for dedicated freighter weapons. There's no balance reason fighters should have a turret class at all.
And when Haste wrote the universal efficiency formula, I was in favor of a curve that peaks around 3.03-4.00, and then decreases again (slightly) going further down the refire chain. I still think that's a better balance choice, and considering the topic here, it seems I'm not the only one (though I wouldn't link it specifically to 7-gunners).
I'm going to have an aneurysm. Idk if you're trolling or what Wasser, but that entire interaction was about freighters. Imagine not using TS/TZ on those.
