Mr Elroy Carpenter I am not sure that you are aware we have a complex in the New Tokyo system to which we conduct our research currently. As we are not firmilular with you our your organization and are needing more information. We in the past have had much experiance in construction of modular station systems.
You will have to understand our hesitation in jumping into this opportunity without more information. We would like our legal department to look over any proposals before deciding along with information on your organization. Also, any research facilities that we occupy require specialized construction to ensure the safety of the surrounding space and any ships that may be passing by. Along with the ability to dock our Capital Goddess Class HRP Heavy Research Platforms along with our other LRV Light Research Vessels and support vessels.

Overview:A complex in New Tokyo is all well and good... But perhaps a full-fledged Freeport safe from the regulatory eyes of any local greedy government intent on keeping all the nice things to itself will come in handy. I understand that the facilities on Ames are mostly taken up with other people's projects, and the presence of what is, on the surface, libertarians, living within the borders of an actual literal Imperial monarchy will eventually raise more than a few eyebrows. If the maths from Colossus are correct, the situation for everyone could be considered a powder keg. A Freeport in Galileo would represent an "out" wherein you and yours are unbeholden to any power.
Our political analysis is that Galileo is a backwater, and therefore we will have a certain amount of time to deploy and fortify before a fait accompli can be presented to the people of Sirius. This is why, to me, your offer of the deployment of one of your larger research vessels as a construction platform is equivalent to me asking for a snack and being directed to an all-you-can-eat buffet. This means that you clearly want something above and beyond what I am asking.
So, just what is it that you seek? Mayhaps we can assist you.
But to answer your actual question:
The League of Navigators is a commercial hyperspace concern. Due to the nature of our operations, our vessels are dedicated to rapid delivery of specialized cargo and personnel to a given area. However, due to this, we have gained a cult following in various independent freighter captains, who feel more than welcome to tag along on our convoys. Our internal structure is specialist-focused, with the majority of our personnel and fleet underway at any given time. Well, actually the majority of our efforts are concentrated in[REDACTED] but they are taken off of our order of operations pending completion of their project.
