My name is Leonie Karadeniz, and I serve as interim foreign minister for the Rheinland United Republic, the democratic state aiming to represent the will of the people of Rheinland.
We have delayed opening official communications for longer than we should have, mostly due to the uncertain status of our houses' border region. We will leave discussions regarding our military assets to our respective fleet representatives.
This is a diplomatic communiqué to establish formal ties, and to declare the Rheinland United Republic's recognition of the Confederacy as the representative government of the people of Gallia. Of course we must be realistic about our situation, and the current status of the usurper monarchist state's control of most of Rheinland's territory and population.
Nonetheless, we hope to be recognized as the state entity principally engaged to represent the interests of the people of Rheinland, and to establish an official connection between our states.

Through my voice, the Confederated states of Gallia and the Parisian Assembly greet you. An honneur to finally make your acquaintance. As concerned neighbours, we have of course been keeping an eye on the developments affecting your nation. While my peers and I are grateful for your reaching out to us, there is little more we can do for you at present besides watching. A learned lady like yourself will be privy to the vast turmoil that has been engulfing Gallia ; as such, you will undoubtedly understand Gallia's decision to remain firmly neutral in the current rupture occuring within Rheinland.
While our door to you naturally remains open, we sadly cannot promise much in the way of support. To commit now would be to expose Gallia and her people to an uncertain horizon and to yet another bloodshed. As you know, recent events have left a deep, traumatising wound in every echelon of our society. Tis not for lack of courage or sympathy to your cause that we must err on the side of caution, but also for the sake of both of our nations.
Gallia will of course do what she can to preserve the lives of the innocent. As published in our Journal Officiel, along with a reminder of our staunch neutrality, you will find news of our efforts at our border, aimed at countering would-be profiteers of the lapse of security within your territory. Alas, I fear it is all we can spare for now. Look inwards, Frau Ministerin. If my experience of civil war has taught me anything, solutions to problems on the inside are rarely found on the outside.
Once again, our door is open to you should you need it. In the meantime, I pray you are well, and the troubles afflicting your nation to be shortlived.

We thank you for your incredibly swift reply. As a point of clarification, we naturally do not expect your state to get involved in our internal affairs, as I would imagine the primary concern of the Confederacy is ensuring the continuation of free trade across our border, an aim we have no objections to.
We also applaud your government for its transparency efforts with its Journal, something I actually intend to bring up at the next ministerial assembly for us to emulate.
For the time being, we are satisfied that communications have been opened and a healthy discourse started. As the situation develops, we hope an early basis will serve to further cooperation between our states.
