These slots are for cargopods, will be fixed in next release.
ID can't influence reputation, no Freelancer item can. Reputation can be modified only with bribes. So ID is the only choice.
As for tags, did you see many tags on server? It's often hard to get one specific tag you need, getting ID is easier. At least you don't need to care about the rep after you've got the ID: if you'll occasionally get less friendly with your faction, you'd lose tag, but ID will stay.
I know that it will be fun to make IDs add faction tags, but that's absolutely impossible.

Ok, I do 1 million bribes for each faction, so what? Each time you'll lose your rep you'll have to pay, then pay again, pay again etc. Even this won't guarantee that you'll have needed tag, cause bribe may cause other reputations to rise. Therefore, you might eventually end with wrong tag.
This is what you wish? Sorry, but FL is not a MMORPG, its roleplaying capabilities are rather limited. We are not making a new game here, it's just a mod. And all hardcoded limitations that original game has still stay.

maybe you could suggest to Angel that faction tag purchases from the thread in the roleplaying section should now be limited to whether you have a faction ID or not. Not limited to 3 characters per person. and also a bit cheaper :)

3.2 Carrying any unmounted IDs in your ship is prohibited. Transferring or trading IDs is also prohibited. This rule applies to faction leaders and server administrators.
3.3 To join a server faction that owns systems, you must get ID of this faction. This also means that players of level 29 and below cannot become full members of any system-owning faction.
3.4 Buying faction ID does not automatically means that player becomes part of appropriate server faction.
So, for example, if you get Zoner ID you don't become part of AW. But you can't join AW if you don't have this ID.
3.5 Criminal ID is given to players who violate server rules in exchange for their ordinary ID. Criminal ID disables tractor beam, but it is prohibited to unequip it or replace it with any other ID without server administrator sanction.

ok my only thing with that is for example i have a new [AW] char thats is rank 60 sumtin cause i gave him 70 mil soon as he was made so to keep your rules i have to get a neutral liscense but then i cant say im part of aw till i get a zoners id, but ive taken a bribe and still cant buy a zoners id, or get missions for them...and in the end its gunna cost me 2 mil to get the needed id
