I'm surprised this lasted so long....I mean, geez, some of the posts by the OP are quite loaded.
To the issue, people will not rally just because, as many of them don't give a crap about PoBs, and those who do, are not enticed to help. There are even some that consider PoBs are littering the systems, and could not care less about seeing them destroyed.
More so, just because one invested time in something he bloody well knew before that could be destroyed (a.k.a. taken from him), is no reason for the base to not be destroyed. Sometimes bases get unharmed because they provide RP and other beneficial aspects, and people see they are good, sometimes they annoy and get blown to pieces, such is life. Sometimes you're the dog, sometimes you're the hydrant.
Bases are just another aspect of the game, with risks attached. You don't like it, you don't build it. As simple as that. Yeah, sure, the implementation of the idea in the game is not perfect. Yeah, it does feel bad to have one base lost, I give you that. Yeah, it could be made more of a gem than a piece of coal this PoB plugin. But for now, it is what it is, and the fact people are trying to find solutions to better the situation should be the way to go in this matter.
I know due to that hooligan-like attitude of yours you cannot see this explanation as valid, but the realities in the game tell this story, rather the one you try to depict.
As for the call of duty, very good, nice you try to raise awareness, but I guess the motivation might be wrong, and a little bit of diplomacy goes a long way. And no, I do not think you have the right to call them metagamers, bad players or whatever else you called them just because they seem to favor another aspect of the game. I am surprised nobody slapped you over the wrists already for this. So, I would even consider my words, if I were you, about the admins or other caretakers not doing something, for they seem to indulge this to your advantage, even if it is on the very gray side of things, in my opinion.

To upgrade a base to the next level, or to build relevant base modules you have to basically bring in tons and tons of stuff from all over Sirius. That hasn't changed. There is a base guide in the forum that specifies the requirements.
No, back around 2014-2016 for core upgrades you actually had to apply to the GMs and prove that there was RP around the supply of the base as well as explain how the base has fulfilled it's purpose and the owner's future plans for the base. It was a measure, i believe, to make sure that bases actually contributed to RP and the server. Here's the old thread to have a look at.
Dont know if that's still done these days. If it isnt, bringing it back might help with the filtering of POBs so that they do provide a benefit (and a proper cash sink) rather than just existing, getting quickly upgraded and, depending on location, becoming a nuisance.

All these opinions and smart answers are irrelevant , the purpose of this thread is to gather for the goal mentioned, anyway in about 1-2 days i will start another one about the group forming ... that one will serve one and only one purpose , to create the group , after that , if no interest is shown and not enough gather , noone has the right to cry about losing a base .

What you want is tactical and numerical superiority. FTR I would not be in favour of a ooRP ready reaction force. However, organised response inRP (with military-grade comms) is OK.
