There are many stories behind the Bounty Hunters Guild, but the most surprising tale of them all is the Mr.Rieper who set up the BHG group in 827 AS. The consisted of numerous pilots with different backgrounds some were law-abiding citizens, somewhere merchants who had a dislike for Criminals and terrorists, but many came from criminal backgrounds that used their knowledge they gained for criminal activity, now used to serve good in tracking their targets with stealth and precision. They would show their courage in battle and they would bring their targets dead or alive, no matter the cost. Whatever the price, whatever the cost, they did their duty not only Liberty but onwards to other houses, where their services were required. Many of the group formed quickly and with their cooperation and teamwork managed to acquire the most suitable technology out on the market. With their talent and skill, they could bring any ships to justice, the Rogues, and the Xenos made easy pickings to start a paramilitary group that has been operating for a while now. With their ability in battle and the supervision of the Guildkeepers and Guildmasters they are a force that roams freely around Independent, Border world, and House space, with the intent of bringing their targets in.
But whilst the group is new and forming their strength fully, their goal has not changed, they are to profit of what knowledge and skill they already have, keep assisting the Police and Navy ships, and doing what they can to make Sirius a safer place.

Its armor and power ratings have been elevated to peak levels to deliver a greater advantage to Bounty Hunters in the field.
AP-12400 "Moray" Bounty Hunter Bomber
More and more pirate groups in Sirius gain access to capital ships. To counter them, the Bounty Hunters developed a new bomber series. The Moray is a powerful and agile ship capable of mounting more anti-fighter weaponry than its counterparts. Reinforced hull, increased power output, and double torpedo slots add to the value of this ship, making it a formidable opponent against larger targets.
AP-18100 “Manta” Bounty Hunter Very Heavy Fighter
The Manta is a highly effective heavy space superiority fighter. Further improving the AP fighter line, this ship features increased power and cargo capacity as well as significantly stronger hull. This ship has gradually replaced the Hammmerhead, becoming the mainstay of Bounty Hunter and Core fighter pilots everywhere in Sirius, and the bane of many pirate groups.
AP-200039 "Bottlenose" Bounty Hunter Gunship
Compact and efficient, this ship was the first gunboat-class warship developed by the Bounty Hunters Guild. In recent decades, most ships of this type have been replaced by the heavier and more efficient Orca Gunboat. However, the Gunship is still used in some Guild missions, including escorting convoys through areas where strong anti-fighter defense is crucial for survival.
GBH3 "Orca" Bounty Hunters Guild Gunboat
The Orca is a more recent development of the Bounty Hunters Guild. Supplementing the ageing "Bottlenose" light gunship model, this gunboat was developed to offer a more flexible weapons platform capable of tackling both anti-fighter and anti-capital duty depending on its loadout. Its overcharged forward cannon helps it punch out more damage than most other ships of the same size. Usually accompanied by a swarm of fighters, the Orca is a force to be reckoned with.

I'm no official here, but from what I can tell, your argument is moot. A BH isn't required to get paid for every person they engage or kill. What if they have a personal vendetta or are defending themselves or their allies. Also, some criminal groups and pirates are open targets even if no official bounty has been posted for them... What should a BH do, just stare at a person waving a pirate flag whilst they smile and nod because there is no bounty on their head?
What you are asking is ridiculous. Perhaps a BHunter didn't check the board and has no idea that a criminal has a bounty, but they fly a pirate flag[TAG] and pilot a pirate ship, so the bounty hunter engages and destroys them, and you think that its breaking the "rules" if they don't post offline and get paid for that? I'm sorry, but that's just bad RP. A good Bounty Hunter should take any mark they can handle safely weather the reward is money or just a safer galaxy for all law abiding citizens.
