First, please allow me to introduce myself. I'm Alexander Leuthold Goldhagen, and I represent "Das Konglomerat", an association of independent entrepreneurs of Rheinland, formed to protect their common interests. Recent regime change of our Homeland brought new laws and ordinance, some of which my organisation finds troubling. On behalf of "Das Konglomerat" and it's members, I'd like to present you the issues:
Insulting the Emperor, the Empire, the representatives of law enforcement authorities.
Associates our organisation would like to request a clear definition of what the Reichstag considers an insult. Current phrasing of this law lay may lead to cases misue and abuse by the authorities.
Any of aforementioned crimes if performed by the administration of a corporation, company or any organized group marked by same identification tag, may be a subject to an arrest of all vessels of that organization present in Rheinland space for the time of the investigation as well as a subject for multiplied fines or sanctions against the whole organization.
We'd like to remind the Reichstag that no businessman can mind control his employees, and see no reason why harsher punishment should be introduced into other members of the organisation not directly responsible for it's member's mistake. Also, this law may very well lead to cases where employers, in fear of loosing considerable profits due to the employee's mistake, will be forced to exercise more strict control over their workers, eventually degrading the conditions of the workplace itself.
Following cargo can be transported only by ships of the Rheinland law-enforcement authorities and organizations listed next to the respective cargo type:

Apparently, this law disallows trade of highly exotic goods. However, major Rheinland corporations, and also foreign entities are exempted from this. This clearly disadvantages minor rheinlandish shippers, creating more unfair competition not only between them and the large subsidizied corporations, but also between them and the companies of other houses taking advantage of our markets. Would the Empire consider introducing the right for other Rheinland based shippers to carry aforementioned commodities?
A small amount of weapons and ammunition may be transported for the purpose of a crew and passenger defense. Freighters and transports with cargo size of less than 2500 units are allowed to carry 1 cargo unit of Munitions and Light Arms or Side Arms. Gunboats, permitted civilian carriers, yachts and transports with cargo size of 2500 units and more are allowed to carry up to 3 cargo units of Munitions and Light Arms or Side Arms. Liners are allowed to carry up to 5 cargo units of Munitions and Light Arms or Side Arms.
Given the current level of crime present in the Empire, as well as long response time of the law enforcement due to their dwindled numbers, we'd like you to consider increasing allowed number of armaments carried by ships, or abolishing those restrictions all together.
§2. The supremacy of Rheinland corporations in Rheinland space and measures to maintain it:
§2.1. Administration of mining fields: Rheinland corporations maintain the right to modify, trade, lend, gift, and sell the rights to their respective mining fields to any party.
§2.2. In the Munich system, all mining fields are administrated of the Daumann Heavy Construction.
§2.3. In the Omega-7 system, all currently-known mining fields are divided between Daumann Heavy Construction and Kruger Minerals. Newly-discovered mining fields, however, may be claimed by any licensed corporation.
§2.4. Only vessels belonging to the company that administrates the area, in addition to Rheinland law enforcement vessels, can patrol and/or mine in said areas. This holds true unless an agreement has been reached between the visiting vessel and the area's administrator.
§2.5. Area administrator has the right to forbid entrance completely to the said zones to any entity, group, company, corporation or individual except members of the Rheinland law enforcement and ships of Rheinland corporations and their affiliates. This must be announced in Rheinland Government Channel. In specific situations, temporary on-spot entrance denials may be issued by the owner party vessels without the formal announcement in the government channel.
§2.6. In case of violation by ship which is not allowed to enter the area, the violator will be ordered to leave the area once, then reasonable force may be used. Repetitive violators may be also fined up to 50.000.000 SC fine.
§2.7. If ore theft is revealed, the stealing party is obligated to pay equal to stolen ore's worth compensation to the field administrator which will calculate exact value according to market prices.
This is what our group considers to be one of the main issues. Draconian laws placed in to protect already established supremacy of Rheinland corporations works against the welfare of Rheinland population. Please consider deregulating laws concerning asteroid field ownership, allowing any other company to legally to make profits in mining operations. It is the small business, not the corporations, that create the most of the Gross National Income.
Our organization also thoroughly reviewed the measures Imperial government is willing to take to combat "money laundering, corruption and fund misappropriation within Kaiserreich Rheinland". It is truly disturbing that the Empire is willing to as far as to count every sirian credit it's citizens make, and request regular testimonies of sources of their income. Possibly even dragging them into court once the tax official finds an ill-defined discrepancy. This is nothing but an introduction of fiscal terror on a scale never seen before in entire Sirius sector history! We urge you to stop this madness, and find more reasonable solutions to combat aforementioned issues.

Thank you for contacting the Emperor's Government. Our department has gone through the points raised in your petition and we will briefly respond to them.
With regards to the definition of insult, we have to inform you that we are unable to provide one as it is not Reichstag's role to provide binding interpretations of laws. Such role is given to Rheinland's independent judiciary and any such interpretation would constitute a governmental or legislative overreach within the separation of powers. We can therefore only recommend a research of established case-law with regards to criminal element of insults, defamation, slander and libel.
As for your second point, we maintain that the legal concept of corporate criminal liability has existed in Rheinland as well as other Houses for centuries and represents a standard as well as valuable instrument in the fight against criminal conduct.
In the matter of restricted goods, we state that Rheinland corporations are under a more strict oversight and at the same time bear higher degree of trust which results in the allowance to transport restricted cargo. Other Rheinland corporations and independent and/or foreign organizations are free to apply for a license and will be granted one if they are proven to be trustworthy and fulfill the necessary criteria. We also point to the fact that this is a standard practice in all Houses.
With regards to the limits established on the amount of armaments that can be carried by non-military personnel, the Government will consider raising the limit due to the currently existing civil unrest in certain regions of the Empire. The Government however sees no reason to abolish these limits entirely.
Rheinland corporations are tasked with ore field maintenance, viability and safeguarding of the ore deposits which constitute a common Rheinlandic heritage of all the Empire's peoples. Any organization is free to contact Daumann Heavy Construction or Kruger with a request for ore privileges. The administration of ore fields through the above-mentioned Rheinland corporations represents a partial delegation of power from the House of Rheinland in the matter of ore mining and maintenance. Such delegation is important so that all necessary decisions are done as close as possible to the matters at hand and constitutes and represents deconcentration of the State's power.
As for the recently approved measures, the Government simply states that financial control and audit via tax and other similar authorities has been a standard practice for over a thousand years in the humankind's history. The Government assures you that every case will be handled impartially and all case-specific circumstances will be taken into account as to result in a fair, objective and proportionate decision.

Most esteemed members of der Reichstag, Herr Bruno.
I'd like to thank you for your swift response to our message. However, I'm afraid it has only raised more questions among our members, rather than provide satisfactory answers.
The reason why His Imperial Majesty's government should "even consider" abandoning the disarmament of it's citizens is the fact that the entities constantly harassing them do not adhere to these regulations, gaining obvious advantage on every encounter.
Many times in your message His Imperial Majesty's Petitions and Queries department, in regards to our questions regarding inefficient or outright tyrannical laws and the declarations of Der Bundestag, justified existence of said laws and declarations as being common ruling across many sirian houses. Leute... have you forgotten that those houses are the foremost our competitors? Seeing that our government measures correctness of it's laws by comparing them to the laws of other states makes us question it's very sovereignty! Shouldn't our house develop its's own legislation, that would benefit their own people the best it can? Should not this be the one and only criteria that matters?
With the regards of corporate oversight over natural resources of Rheinland Empire, a notion of "trustworthiness", again cited multiple times, has appeared in your text, and once again, I am forced to point out the unhealthy vagueness of the term. How does the Imperial government define "trustworthy entity", and what are the clear guidelines to achieve such status, if there are any? Also, I hope I need not to remind you that the only goal of every corporation is profit. There is, of course, nothing wrong in that. This fact, however, makes such organisations terrible administrators of the public good. What would be the incentive for the administrating corporation to allow access to their allocated fields to a competing mining company? None, unless the corporation itself profits more from the agreement, and this, Meine Herren und meine Damen, this is how cartels are born... Moreover, every one of us saw, or was even directly affected by the proof of terrible management abilities of our grand three corporations. Management so bad, their employees started a real communist revolution, which we're unable to stifle to this day.
Lastly. Has the leadership of our House become so stagnant, it is unable to develop new laws, or even accept any proposed changes? It's hard not to notice that the current law of House Rheinland directly copies legislation developed by the Federal Republic. As much as we can turn a blind eye to a regime change of questionable legality, that regime change has promised major changes to our beloved house. So far the only changes we have noted, are the harsher taxation, and longer list of non-insultable parties.
