I know there have been tensions between us and blood has been spilled on either side, but we have to look towards the future. The source of the conflict, that being the Coalition forces in Kyushu, is gone and with it the need to continue our hostilities. The main force of Kusari's military has headed into the Tau Sector to wage war upon Gallia.

Therefore I propose a stop to the hostilities between Blood Dragons and Gen'an Chrysanthemums.

Kusari is weak now. With entire fleets of Kusari Naval Forces out of Kusari, it is time for us to strike. In their arrogance they only left a remnant of their forces to deal with us. Consider this communicae to be an informal cease-fire in effect beginning immediately. We shall be demanding all Order vessels operating within the Dragon sphere to cease all direct combat action against the Gen'an and in return, the Gen'an cease hostilities with the Order where appropiate. The Blood Dragons are not responsible for any conflict that may arise between the two organisations and shall not be held accountable for the actions of any Blood Dragon vessel in the circumstance that; any organisation's actions are considered a direct detriment to Blood Dragon operations, have been warned to cease their action and remain unchanging in that course resulting in immediate termination. No exception.

The Blood Dragon modus operandi is as follows;

| Engage in deep reconnaissance of Kusari, Taus and Eastern Gallia. Locate, identify and track every single Kaigun Fleet currently deployed. Assess their strength against the most immediate Gallic defences, we need to know how much of a window we possess.
| Contact, resupply and prepare to maneuver the Kokura Battlegroup into a stategic position for a strike on Tokai Shipping Platform. Assisting allied assets would be appreciated if any could be spared.
| Prepare a consolidation of allied forces into the surrounding territories. Now is the time to call upon our puppets Chrysanthemum, our carefully nurtured relationships shall be for the betterment of all Kusarians.
| Test the perimeter and defences of Fort Wakkanai, assess the strategic advantages and disadvantages of neutralising the installation.

If yourself or your organisation envisions her goals aligning with ours, we are open to your assistance and even counsel. Though, if I may offer a recommendation? Keep your Outcast pets away from us, direct their fury towards the Tau region, tie down the Kaigun's supply line and keep us updated on their fleet movements.

Not unlike retainers in purpose, hatamoto are instead considered upper vassals of the clan and have the right to a direct audience with the Shōgun.
