I am Commander Blaine Chara, Administrator of Freeport 6. I'll be frank. I've had quite enough of houses flexing their muscle with us. Kusari, Bretonia and yes, even Rheinland once. Thus far, I've had no issues with the Enclave and would rather keep it that way. I run a quiet operation here on a low budget, giving a place for traders to dock, get a meal, a drink, relieve themselves and maybe a bunk for the night before they move on. These accusations of Vivian Dior are false as more than once I've seen an Enclave ship pass without activating base defenses.
I keep two ships here and both patrol the Taus in Zoner interests. We will not engage anyone unless we are engaged first or is a ship we are giving escort to. If they are carrying contraband, well, that's a different story. If you want to dock on Freeport 6, you're as welcome to do so as much as anyone else is. I only ask these things:
-Don't battle dock. For some reason, it becomes our fault in the eyes of those chasing you.
-Keep it to transports, fighters, bombers and gunships. Cruisers and larger attract a lot of attention and strain our docking resources.
-Observe the no-fire zone. We have supplies outside and a lot of passing traffic.
-Respect our routes. We fly the Taus with the rare trip into Omega 49 via Edinburgh/Dublin and into Baffin.
-We run up to Freeport 10 as they have no security ships that we know of.
I will make myself available if you wish to talk further. I don't feel this should be a difficult conversation.
I am Nicole Malakai, administrator of Freeport Ten. I only had a problem with the Enclave once, for violating basic rules, but at that time everyone did it.
I am also willing to hear your opinion on this matter and see what are you going to present on the table. Same as Blaine mentioned would go for my Freeport located in 37th Tau.
1. You can dock with anything up to Gunboats, ONLY if nobody is around. We are quite close to or bordering Major factions and I don't want to be threatened from every side because people have seen their enemies to dock. We are open to all after all, but I don't need to deal with crappy situations.
2. You can enter the No Fire Zone, however I'd ask you to keep your fights with others outside of it. I've got people on this station and I would prefer not to observe some blind shots coming for my station.
2.1 I'd advise not to run to Freeport while being chased by enemy, it brings danger tothe station and people aboard.
3. Also as Blaine mentioned, I don't mind capital ships passing through, but don't loiter or stay athe station for longer than needed. We don't need the attention it would bring upon us.
4. If negotiations proceed further and you are allowed to dock, no fights on the station. No matter who you meet or anything, no fights, no arrests. This is the neutral ground where negotiations take place. It's a common sight to see Bounty Hunter sitting at the table with Outcast.

As long as Zoners are able to respect our regulations within the so-called Hebrides we will allow them safe passage. The best example is trespassing through territory we hold under our control in any ship without prior informing us or obtaining passage permission is considered as an act of disrespect toward the Gallic Royal Enclave.
For example, such an organization as Omicron Supply Industries had been caught in multiple violations of our borders, even after we had warned their pilots about this. Therefore, as long as there are no attempts from OSI to to heal relations between us, we can't allow them to appear in our space.
However, the majority of the Zoner community are free to request permissions for passage and a commercial license for trading purposes. We pay well for those groups ready to show loyalty towards the Enclave... and what's the most important, unlike Bretonia, we did not annex the Zoner world, just to abandon it later, stealing all that can be stolen. Just like the rats escaping a burning building.
Now, let's us better cut to the terms you have offered:
Unlike many Sirians that we faced, the Royal Navy personnel is taught to do not to abandon the fight in this way.
Regardless of any rights, the Zoner stations are hilariously small in comparison to the Valor-type warship. Mooring is an problem for both warship and the station. In light of this the rest of the capital fleet belonging to the Enclave Defense Authority will not moor Freeport 6 and 10 in any case.
We can only promise to not attack first while inside the no-fire zone.

It seems we have much understanding between us. You have your business and we have ours and there seems to be much respect there. Yes, I have seen a Valor warship. It's quite impressive and huge so not worrying about it mooring on a much smaller Freeport is a relief. I do worry about fighting around the base itself as we have a lot of Kusari assets around us and thus, a lot of patrols and we do see some Outcast activity here. I suppose there is little I can do about it until if and when that becomes a problem hence the reason why we don't like large warships in the area as they attract unwanted attention for us.
As to passage through Enclave held territory, that shouldn't be much of an issue. We have no reason to fly into Gallic space except maybe Edinburgh or whatever you refer the system as in order to make rare trips to Omega 49. That would be the only permission we need at this time.
For your records, our ships are tagged [FP6].
And I have one simple request of you. To make our menu better on station and to add some variety, some Gallic wine, tobacco and Gallic food would be a welcomed addition. If one of your transports wants to deliver some, I will pay them for it. It would improve morale greatly.

Before proceeding, make yourself familiar with this communication (//#18-#29).
Monsieur Lawrence, I wish this conversation could be already over, but it's seems I need to explain you why threatening the Enclave is a bad idea.
Enclave does not seek any privileges with the zoners. It is a widely known fact that all sorts of people can dock Freeports, be it a Rheinland navy ship or some junk from Malta. This is the insurance of your "neutrality", is it not? For if Enclave ships are not allowed to dock, we view it as exemption of the Enclave from the general way of things. Such special treatment, which is rather hostile, certainly will not predispose us to cooperation.
My offer is simple. You, monsieur Lawrence, do not seek any way to interrupt our negotiations, while the administrators of said stations give us access that all the other factions have and in return we will not actively seek to gut every zoner in sight. And trust me, this is easily arrangeable. Freeport 6 is located too close to our holdings for you to ignore the Valors stationed nearby. And if you, Lawrance, want them coming on their doorsteps - then so it shall be. Freeport 10 is also not quite far and for us, unlike say Outcasts, it is absolutely devoid of any value so we can destroy it if need arises. Or, we can do even better - trigger a stalling conflict with the Outcasts in Tau 37 in which Freeport 10 will be at crossfire, taking precious lives of zoners every day.
And let's be honest: should we go to war, zoners will not have any capabilities to withstand our fleets. Our single battlegroup probably has more soldiers than all population of zoners throughout Sirius. And do not doubt our determination - the smoldering ruins of what used to be Bretonia is the best proof of it. We do not seek any intelligence sharing or your infantile attempts at R&D. We seek access to your bases and in return you shall have your neutrality unless you do something stupid.
So be wise, don't seek hostilities with us. Otherwise, our ships will come anyway, either to dock or to siege. Choose wisely.
First of all, let me introduce myself. Probably someone had not met me yet. My name is Christian Burton. I'm a representative of Phoenix Zoners, who’s returned from a Great Voyage not so long ago.
I want to start from far point, because I want to explain position of my community well and likewise help fellow Zoners to maintain their quasi-lawful status. Before our first encounters with the Enclave Defense Authority my men managed to get various information from various groups across the Sirius, including Zoner ones. These weren't about good old neutrality, but unusual hate towards them. "warmongers", "planetkillers" were less insulted. But, as our main zone of operations is very far from their reaches I didn't take those reports seriously, we have dealt with many parties in the past in a Zoner approach. But later then, I got the reports about Enclave patrols, whose caught our transport ships wings within their possession. First of all, these pilots weren't barbarians but acting more or less as any military or police pilot. They were asked nicely of several questions and escorted out of Enclave systems.
But, with growing needs of our feet and the people, our trade fleet wasn't a rare guest in Tau - Bretonian sector, so I had to contact them with a few prospects. I won't drag into the details, but everything was sorted in a civilized manner. Furthermore, our trade convoys were defended by Enclave patrols from pirates and other sorts of low quality persons, they were proven as reliable partner.
I'm not gonna force you to change your views on diplomacy, fellow Zoners, but Enclave is a growing power within Taus to be reckoned with. They aren't saints just like any other government, but for the sake of your benefit ain't it's better to keep a good relationship with your neighbor, before it would be too late? Furthermore I encourage you to support any group whose on opposite side of Bretonia Kingdom. The crown is true enemy of the Zoners and it's our duty to keep bretonians weaken, for sake of liberty of Gran Canaria.
I am quite surprised by logs provided by Martin, but not as much as I should be. MdG designated ships of the Enclave used to be quite arrogant and aggressive, however I guess we can solve it out somehow, so all sides are satisfied.
Let's say you or MdG designated group should pay reparations to Genesis Research Group, then I guess we all should be ready to take next step in regards of your docking rights.
