In a massive surge of nostalgia, I looked up Freelancer again and obviously the Discovery mod, which I played many many a years ago. Now, suffice to say, everything has changed so I have essentially no former experience to fall back on.
Now I'm keen on getting lost again in the vast universe Discovery offers. I've done, if I do say so myself, a vast amount of reading on the forums but it's in most cases just one wall of text after another and some rules regarding ID/Ship use remain unclear.
My basic outline is to get a trader character set for fundraising. However, I'm a bit picky on the ships I want to fly as I intend to initially design the characters in such a fashion, ideally as independent as possible, so I can fly the ships I want in the majority of space. Now suffice to say, the ships I've got in mind are transports, namely:
L'Ane - If I understood it correctly, this ship is a no go in any house space, though if properly argumented exception licenses cann be obtained.
Heron/Stork - The heron/stork should be, with a freelancer ID, have no restrictions, correct? Though the Heron no longer is sold at Austin Depot. Planet Honshu, I hope?
Salvager - Does not classify as a capital ship, I understood, and thus should be allowed to fly, with a Junker ID and rep, in House space with the exception of Kusari/Gallia (visa possibililty?).
Akegata / Ryuujin - Can these ships, despite Kusari origin, be flown freely in House space with a Freelancer ID/Rep, or does their origin limit their use?

First of all, welcome back! I can help with a few of your questions, although it would be best to ask a Game Master to check or read the House Laws again, as I'm sure you already have done considering how specific your questions are. I can only answer anything relating to Storks. Yes, you can run it with a freelancer ID or any civilian ID. For the heron, I think they may have removed it from the game, as I can't see the ini file in my FLstat. You can buy a stork on the righthand drydock station on Baltimore or Norfolk, which ever one has external drydocks. I hope one of the game masters can help you with that.

-L'Ane can be flown using the Freelancer ID but may be illegal (roleplay rules, not server rules) in some areas.
-The Heron is a civilian ship with 3,000 cargo capacity, so can be flown using the Freelancer ID.
-The Stork is a civilian ship, but has 5,000 cargo capacity so can't be flown with the Freelancer ID as this ID can't use ships with cargo more than 3,600 except the L'Ane and Pirate Train (out of roleplay server rules).
-The Salvager is a classed as a transport and has 3,350 cargo capacity so can be flown with the Freelancer ID, it can be flown legally (in roleplay rules, not server rules) in most places but may encounter trouble in some places, for example in Kusari where it is not welcome, and will only regenerate its power at 75% of its stated rate due to it being a Junker ship, details here: https://lh.discoverygc.com/software/compatibility
-The Akegata and Ryuujin have 4,300 and 5,000 units of cargo capacity respectively so can't be flown with the Freelancer ID.
