It has been a while since we heard from the Blood Dragons, more so comes this message as a surprise due to the apparent shift of power.

A relatively old stream within the Golden Chrysanthemums movement aiming to undermine the current Empire through various means, reaching from open battle over intelligence warfare to political infiltration.

Konichiwa, Amaia-san. Planet Tomioka is a planet under the control of Samura. I am aware that we have an outpost inside the planet. We can use the outpost as some tool to perform convoy raids on Samura and maybe even perform a blockade on the planet, Preventing Samura officials exit their planet.
The system Tottori can be used for our benefit since it's far distant from the capital so that Kusari Naval forces will have some trouble approaching us. We don't object to your relations with the Order. Recently we cooperated on identifying an alien infestation within the GC movement. It seems that this cooperation has reduced tensions between us. Thirdly. The Northern Kusari Shogunate passed 'laws' that outlaws Cardamine and threatens to destroy any vessel carrying it. It also lays claim to systems which are considered very important to the Golden Chrysanthemum movement. It ruffles our feathers when our supposed allies are starting to act like the very government that they seek to overthrow. I agree that every single one of has their flaws and that we must attempt to compensate these with our strenghts. One is not defeated by their flaws, but by their inability to notice them.
I do wish to know why the Blood Dragons have need of a new research station when Sendai is still operational. It is still operational, isn't it? In any case, I have talked this over with my commanders and we all agreed that our own projects take up too many of our resources to be able to forward some towards a new installation. There is no such thing as a civil war between the Golden Chrysanthemums. Just different methods. They may clash at times yes, but there is nothing like a civil war going on between us.
