To the Lords of the Blood Dragons,
It has been a while since I last wrote to you. My name is Ueno Kenta, of the Shimonoseki. I was once a former transport raider under Lord Kohaku, and fought alongside other soldiers like Kohaku Hokama and Tougen Haruo.
I have for a long time withdrawn myself from the active duties of the Blood Dragon banner, and have instead dedicated to fetch supplies and seek sources of essential materials to supply the Blood Dragons and other fighters against the regime in Kusari. The Shimonoseki group, branded with the name of our first raider transport from the Blood Dragons era, has done its humble duties in the shadow of the great Dragon.
Our efforts took a huge setback last year due to some unfortunate incidents between the Dragons and some of our business partners, and we have been laying low and on the search of new opportunities to make ourselves useful to the revolution goal.
The opportunity has presented itself recently, as news of the ongoing works at Narita have opened what can possibly be a new venue from which we can take stuff from the public market and smuggle it back to Kyoto and other Blood Dragon cells.
It is said that some administrators in the Narita Port Authority are receptive to get some bribes in exchange of receiving us as a civilian shipping company, and have access to the raw materials depots that are in construction in the near future. That would mean plenty of resources for the Blood Dragon forges, and the minimum surveillance by the police between us and the stuff.
At the moment we are waiting for developments to unfold, but hope to bring you further news in the near future.

I have eyes and ears all over the sirus agents inside New Tokyo everywhere. But if we end up on good terms, you will see much wealth and power for your desire within the blood dragons. All that you wish for will be granted, mostly if you will be useful towards me.

I am glad that his Lordship sees with appraisal our efforts. We are honoured by your words.
I will make sure that any of our transports remains in good standing with the Blood Dragons and their security forces, but it would put my heart at ease if the Shogun himself could vouch for us among the wider ranks of the Dragons. We will need our funds and focus to keep appearances and have the officials bribed, and it would do us harm to be frequently hampered by Dragons demanding tributes and favours that would go against the flow.
For the moment, that is all I humbly request from your Lordship. Temperance and patience. I believe we the Shimonoseki have the means to achieve this, and with good winds in our favour we wont need to beg for more of your support. Naturally, wherever we have opportunity to find more sympathisers to the Blood Dragon cause, we wont neglect to show them that they are not alone in their thoughts.

You ask for guarantees - what guarantees do we have from you for not siding with the people you "Bribed". You speak of setbacks between the Blood Dragons and some of your business partners - what purpose would it serve our predecessors to seek issue with those that supported them?
Shinrai is earned with actions, not words. Prove your loyalty once more over time, with actions and honor. Any supporter of our cause should be willing to pay tributes and grant our requests regardless.

To "Blood Shogun"
I have done my service under the Dragon Lord Kohaku many moons ago, and perhaps you may still find people who remember my name from then. Not so much my deeds, as my contribution and position was humble, compared to the great leaders of the Blood Dragons.
I'm no complete stranger to the underworld of Kusari, although gathering a reputation here means you're either a Hogosha, or a head to be taken down by them or the police.
I have no material or document to present of my innocence, insomuch as you don't have any evidence to support your spontaneous and suspicious accusation.
Ask me not of why did said Blood Dragons attacked the people who were willing to support us, for when I spoke of this I received no word in return. Now that bridge has been burned, and the Izu people returned to their isolation.
You will have only my word of honor, under this name that I live by. With time, I shall add more deeds to this claim. You, so far you have given no name to earn recognition or demand such satisfactions from anyone.
Speak thy name, so we know where you stand among the Dragons.

To Shogun Cobo Hakkera
Great Lord, I come to speak to you again on the matter of potential services to the Dragons cause. As you may have heard, Narita was beset by raids on their shipping terminals, which seemed to put a dent on the Outpost more simple-minded ambitions. Their construction was halted and had setbacks, and the meagre forays we managed to deal with the upcoming dock managers were laid to waste.
It seems the Narita Outpost decided to order pre-built modular installations constructed by foreigners outside of Kusari, and most of my contacts seem to have been shuffled out of the Outpost business commission. The rumour that the Kusari State Police and even the KOI were looking into the people involved for criminal and terrorism connection forced me to go into hiding for a few weeks. That, and the ominous feeling that there was some other group targetting our ships and my own life. Maybe Hogosha, maybe something else.
While this is a definitive and bitter conclusion to that opportunity, I'm confident that we of the Shimonoseki can still bring something of worth to the benefit of the Blood Dragons. I am resuming contacts that I had in the Rheinland border region and with the Golden Chrysanthemums to get some new deals running, and wish to bring you more enjoyable news soon.
In the meantime, if your lordship has any task that may benefit from our attention, we are glad to serve to the best of our capabilities.
