Greetings Everyone,
I have been in close contact with several of our new recruits personally lately being able to fly with the new boys and girls has been a real pleasure.
James Reyna has been promoted to Ensign after his great start as a recruit and has proved to be an essential part of the Strike Force.
Stability is the key to our operation and everyone has contributed to this so far and has proved that this organisation can push forward and make Liberty safe once again if we work hard and we make a really large effort in supporting all the other Law agencies in Liberty.
I would also like to mention our ever growing Female officers which has been a challenge for them in a normally Male only environment, but these individuals have proved that they are as tough as the men in this Strike Force.
And on the whole we have established a Home installation aswell which is now our Headquarters and is being improved as much as possible, soon with an extension which will be level 5 and will house some exciting new additional areas to the Station.
Once we get the extension of the Station finished it will feel more like a true home where every operative can feel safe and also our Fleet can be sure it has a safe place to dock and be ready to spring into action when needed.

FROM: Blake Wayne Van Leer TO: Lt. Summers SUBJECT: HQ Computer systems upgrade We don't usually openly talk about these matters with the lower ranks openly - but we need a favour from you aside from your duties in Liberty so I will be blunt.
We purchased our HQ From civilians, are in the process of a retrofit and upgrade for our needs. But we are running into some issues as it was not a custom built base but one we need to mold for our purposes. Namely - the data processing capability is lacking.
We require cutting edge computational technology for our ever growing databases of smugglers, staff, Recoil reports, ships and various upcoming projects such as unmanned scout drones, battle simulations and strategy computation. There are rumors of Bio-Neural technology being developed within Liberty, and we will pursue that - but we also want to rely on conventional cutting edge technology.
And this is where you come in. LPI do seem to be using Quantum multiplexors, but we are looking for large scale data processing centers for our expanding needs. And the rumors lead somewhere to Bretonia. I ask you to use your contacts in Bretonia, if you still have any, and try to figure out for me who is in possession of what we need, and whether they can part with it. If the rumors are true of course.

At this present moment we have not discussed our protocol systems for a while and I would like to remind you all of the state of these i this communication.
I wish to add some protocol systems to this which I hope can be approved aswell as the ones we are going to discuss.
CLASS PROPOSAL : ARMOUR
INTENT: Designed to define operations of protection and/or transfer of key materials or personnel when intel suggests hostiles are to be expected.
USAGE: Two successful Ops so far, both protecting commercial allies of Liberty in Libertonian space. 1 Transport designated 46th|ARMOR-BARRICADE for key material transportation. HC and pilots recognize ARMOR CLASS as escort operations.
STATUS: Currently in use and proving vital when we need supplies to be taken to Salt Lake or even if needed to assist with human cargo which has been seized by our active patrols
CLASS PROPOSAL : RECOIL
INTENT : Designed to define RECON and INTEL operations, like information on smuggling routes, confirmation of enemy activity and scouting for hidden threatning elements. Put under the banner of the new RECOIL division, delegated to LtCmd Romeo Darkbeat by Admiral Van Leer.
USAGE : Currently one operation has assesed the route of smugglers through alaska, virginia, texas and NY to and from Omicron Nu, with a foothold being stablished on Alaska and smugling activity reducing slightly. Another Op uncovered an LSF derelict base with lootable craft inside. Currently a Light figther designated RECOIL1 is waiting HC approval for the installation of a light cloaking device and a second light fighter, RECOIL2, has been commisioned. Both will have basic weaponry, CD capabilities, Adv. Deep Scanners and cloaking tech.
STATUS: Many successful operations under this protocol and improving all the time and including fitment of cloaking devices to all vessels so as to be invisible if needed.
CLASS PROPOSAL : LONGBOW
INTENT : Originally devised as what became RECOIL, LONGBOW has been idealized by Vice Admiral Creed as long range, long term Operations. These can be from criminal investigations and Enemy Base sieges to log term operations, official faction business or war-time operations if Liberty goes to war with other houses.
USAGE : This Protocol has been used recently in the defense of a Station in Colorado which was under seige and proved very effective but many wounded officers were taken off duty after the siege
STATUS : HC approved this protocol as the siege took place
CLASS PROPOSAL : SERAPH
INTENT : Originally proposed as the natural succession of RECOIL or LONGBOW operations, SERAPH would be highly classified missions that required cooperation with LSF, LPI or maybe even other factions, such as foreign allied military.
But I am proposing this particular protocol be changed to a new one I have in mind.
This will include the introduction of my Liberty Carrier Argonaute which was formerly the Flagship of the fleet and the suggestio is to use her as a reconnaisance survey vessel equipped with fighters on board for protection whilst using her for surveys within delicate ateas where known enemies operate.
USAGE : None so far
STATUS : I wish High Command to approve this as soon as possible
CLASS PROPOSAL : DOMINANCE
INTENT : Devised as a definition for operations that require a large fleet composed of multiple capitals, possibly with a snub or bomber element. Literally, asserting dominance.
USAGE : None so Far
STATUS : I also wish High command to approve this protocol also as soon as possible, so we can initiate this particular protocol within the realms of New York and this will be used when multiple targets decide to attack our fair system and threaten the Manhatten defense ring.
CLASS PROPOSAL : FOUNDATION/TOPGUN
INTENT : Proposed as training and educational operations designed to keep individuals in all ranks on a state of continuous learning and top performance,, from simple snub training activity on simulators to full rehearsals of patrols and operations of other classes. From previous experience, ARMOR will require special rehearsal and predefined Standard Operation Procedures. we have introduced Cpt. Hideo Black as our chief training officer seeing as he has risen through our ranks very quickly to the rank of Captain.
USAGE : Continuous fight simulation training
STATUS : Has been approved already and also with great success with training new recruits who have improved to an outstanding level.
CLASS PROPOSAL : KETER
INTENT : Proposed as extremely risky and delicate operations.These can be missions that require stepping out of naval normal bounds, wartime critical operations that have clear consequences involved or the risk of any Navy installation being destroyed or the lives and livelihoods of 46th members, Naval officers and Liberty citzens be put on Jeopardy.
USAGE : Luckly, none so far
STATUS : Operational and on standby 24 hours a day

Can you maybe throw some light on your recent patrol - from an Ageira record I was given a read only access to it appears that while Keeping Liberty Safe you requested an Ageira vessel to hand over Lane Hacker affiliates they had on board?
The logs only speak of "criminals" not "Lane Hacker Affiliates". Please shed any light on the matter and present your side of things. I am sure it's just a minor missunderstanding and you showing your enthusiasm, but we need to make sure all members of The Strike Force stay within the legal framework we operate in.

Greetings Sir, of course, I can tell you about this Incident. First, I have Met the Ageira Vessel Last Week if I Remember Correctly. the Capitan had around 15 to 20 Criminals of Various Groupes on Board his Vessel. he had Lane Hackers and Xeno on Board as I met him near West Point, as Criminals Like this Pose a Great Threat to Civilians I asked the Capitan of the Ageira Vessel Kindly to Give them into Custody at West Point. but the Capitan Refused and Stated that he had to Shoot them Down so he would Interrogate them, as you can see here "Ageira~Mach: and we will interrogate them" as I Understand the Laws of Liberty Right than even Criminals have a Right to a Fair Trial, Getting Interrogated by a Company could be hardly seen as a Fair Trail by a Civil Court. that's why I Orderd the Capitan after his Refusal to hand Over the Lane Hackers and Xenos at West Point Station. after his Continued Refusal to hand over the Criminals either to me or West Point Station I was Ready to Mark the Agiera Vessel as Hostile and to Open Fire. but before that happened Multiple enemies appeared on the Scanners and they had Priority.
But some days later as I was on Board of the 46th|LNS-Lady.of.Leeds I came across that Vessel again at West Point and again it had Criminals of Various Organisations on Board. Again I asked him to either Drop of the Criminals at West Point or to Hand them Over to me. this time he Fired a Burst at my Ship. the Lady wasn't Damaged and the Shields were Stable, but despite the Claims of the Ageira Capitan, this was an attack on a Navy Vessel. I wanted to Fine him 1 Million Credits, as a Capitan should be Able to Handle his Ship, and such "Accidents" Shouldn't Happen. but a Member of the Hight Comand came by and it was Decided that Hight Comand should Figure this out. should I be Wrong then I will Apologise for it.

Obviously that the vessel fired at you is wrong and I will bring it up with Ageira.
When it comes to Lane Hacker affiliates - the thing I'd say is that Lane Hackers are former Ageira employees, very few are caught - in fact, legend says no Lane Hacker was caught alive yet! So try to see their point of view - their affiliates are likely to have internal Ageira information and intel- would you say it's reasonable it could be perceived as the matter of their internal security and a priority for them to try to debrief the affiliates before handing them over to The Authorities?

The Law does not allow us to enforce taking criminals from civilian pilots. I agree with your sentiment about due process. However we do not write the laws, but merely swore to uphold them. My theory is that The Government wants to encourage citizens and corporations to have security divisions, and to be able to hand criminals to our bases themselves for a reward, credit etc. We already outsource police work to a private company, and Liberty does want to encourage citizens standing up for our Laws and against hostile organizations.
Going Forward
You are of course free to live by your belief and convictions, and request citizens hand over criminals so you can process them yourself. Especially if they are known entities of interest to The Strike Force.
However,
1) You cannot in any way threaten them if they do not comply, as the legal framework of The Law does not give us that power.
2) You should offer to compensate civilians for doing the LPI's work, and offer rewards, monetary or otherwise, for handing over the ciminal entities to us a opposed to E.G. Harrisburg station that will reward them with high bounties.
Consequences
There are none for you - your intentions were good, you fulfill your duty honorably and in line with your beliefs. We are proud of the service you do for Liberty, and please continue on your path.
Simply consider this an order to operate within the legal bounds of The Law at all times, and when it comes to Liberty citizens like Ageira - offering rewards and assuming their good intention first is the preffered mindset we want The Strike Force to take.
Is that understood and do you agree with the points above Summers? You of course have the permission to speak freely, this stays between the two of us.
You can focus on your duty, and we will deal with Ageira on The High Command level in the meantime.

With immediate effect the 46th Strike force will initiate operation Longbow Protocol.
All Auxesian forces are to be treated as hostile within all Liberty systems as per Liberty Government Announcement to the Auxesian.
We will assist the Primary forces and will set up a quick response force within Cortez system ready to swing into action.
Delta bomber wing along with a substantial Capital ship presence and also 46th|LNs-Argonaute which is now the fleet Assault Carrier able to launch a full wing of fighters or bombers.
Please report to your commanding officers for orders and directions on what forces we need for this and please stay vigilant and safe and continue your other duties as normal until the need arises to launch Strike Force Longbow.
