We have talked about your request to lease land on Planet Saarbrucken in the Köln system. As you currently know the system has been invaded by the Red Hessians and large parts are still under their control. However, the Rheinland Military has been fighting back the invaders and is making good progress. Back to your request Herr Zerveas, the Rheinland Government has decided to approve your request to lease land on Planet Saarbrucken under the following circumstances:
The Technocracy will receive leased land that will be owned by the Government of Rheinland.
The area of leased land will be 7,70 km² for 35 years' time.
The Technocracy will be granted permission to build a base for non-military purposes.
The workforce on the base has to consist of at least 40% locals.
Any serious violation of Rheinland laws, the Rheinland Government will withdraw the approval to lease land to your organization.
The Technocracy will release a quarterly report about the research and progress on the base and grant officials to run routine checks.
The House of Rheinland is obliged to maintain security for all workers on the base at any time.
The Directorate has discussed your terms and has come to an agreement, for the most part. A large portion of the concerns raised were regarding the privacy terms and the native ratio employment.
Privacy, and the right to redact information, is a fundamental right for those operating within the scientific industry. This is to ensure that data is secured and remains intellectual property. Research data, when improperly disseminated, can create hazardous situations to civilian groups. Thus, we would like to counter offer this: We will only share data that is related to Rheinland or done on topics within Rheinland, such as material analysis, social and cultural studies, engineering, structural, biological, or chemical studies, etcetra.
Regarding the ratio of natively employed personnel. We are more than happy to comply, but we would note that a ratio 25% is more compatible with our current policies. With a high percentage, comes a high risk of foreign subterfuge from external houses.
