The Insurgency ID says they can attack LPI, LN, and LSF transports, and that they can engage in piracy.
If this means "against anyone" it should probably be specified., or if it means "against hostiles" the list of hostiles in ID and the reputation list should probably include a few more factions.
For example USI ist not specified as a hostile to Insurgency in their ID/rep infocard, but USI ID says they can shoot "any ship hostile to liberty" within their ZOI, which includes Insurgency. So they and other lib corps should probably be mentioned in the Insurgeny info as enemies, if that's what makes USI pirate-able for Insurgeny.
In order to avoid the impression that it just means the factions listed as hostile as one would assume on first impression, it should probably say "can engage in piracy against any other faction" then. Or "any non allied faction", as is probably meant on other similar IDs who do have allies.
The Xeno ID, for example, does specify "can attack any ship, except Liberty Corporations" (although you're probably also not allowed to attack other xenos randomly, and should say "any other faction").
For the Corsair ID, one would naturally assume that the line "can attack combat ships" and "can engage in piracy" excludes Hogosha and Gaians, who are listed as allies. Corsairs also have a much longer list of enemies, including things like "house corporations".
For insurgency, whether liberty corporations or any other corporations are valid piracy targets is kind of left in the open, and is only suggested by the fact that USI can shoot Insurgency via its own ID, and therefore is an (unlisted) hostile for Insurgency.
It doesn't exclude allies - you can pirate anyone but your own ID (and that one is arguable too, maybe you can) players with those ID lines, it's done for simplicity really.
We have the same on maquis - they are "reverse Xenos" in that they'd only ever straight up threaten to attack only domestic trade ships+OC transports. The ID was like that since inception until last year - you could only shoot transports of GMS, EFL, IDF, Gallic lawfuls + OCs.
Now it got against our wishes changed to "can attack any ship" from "factions considered hostile" - it's useless for OF players, goes very much against canon but it makes the ID simple and easy to understand without needing to look up rephack lists on forums.
It's like this with almost all unlawful IDs - they are made much simpler and more powerful to make them more attractive, it was part of the ID rework. And yes Insurgency ID is very strong and no, almost nobody actually uses the pirate lines, but they could and it makes the ID simple+straightforward.
Seems pretty clear to me as it's just "can engage in piracy" and lists no restrictions in that line. It's against literally anyone.
It may be clear to you because you already know what it's supposed to mean, but for someone who doesn't already know what it's supposed to mean, it's not, because pirating your own faction and your own allies is somewhat counter-intuitive. The IDs already got shortened to half or less of their original length, so adding 3 words and/or making the enemy/hostile list of the insurgency ID / rep list complete (it's clearly incomplete at the moment, because it doesnt list corps like USI who can shoot insurgency) shouldn't be too "long" or "hard.
A while back, we were going to compile rep information from factions so that an accurate overview of ally and enemy factions could be made. Neither IFF descriptions, nor reputation or rep hacks are reliable indicators of this, as they are nearly always incomplete and/or outdated.
Absent a codified list though, players are expected to use common sense in regards to who they shoot/pirate/ally with on IDs that have wide open privileges like that, which seems to work out (for the most part).
